PUBLIC COMMENT FOR ITEMS NOT ON PRINTED AGENDA <br /> <br />None <br /> <br />IV. REPORTS AND DISCUSSION WITH POSSIBLE ACTION <br /> <br />A. PHEADS Committee <br /> <br />1. Consolidated Agreement with North Carolina DHHS <br /> <br />The state consolidated agreement is anticipated to provide $497,396 federal <br />and state dollars to the county to provide specific services for fiscal year 2001- <br />2002. This represents approximately 11% of the overall health department <br />budget. This does not include Medicaid revenue which is earned separately for <br />services provided. <br /> <br />The final amount of the agreement will not be specified until after July 1, 2001 <br />when the final state budget is approved by the legislature. <br /> <br />The County Attorney has reviewed the agreement and finds it satisfactory. <br /> <br />Motion to approve the consolidated agreement as written and authorize the health <br />director to sign was made by Martha Stucker, seconded by Alan Rimer, and carried <br />without dissent. <br /> <br />2. Jail Health Services Proposal <br /> <br />The Sheriff indicated that a recent inspection report by the federal marshal <br />indicated that the jail was not in compliance with national standards regarding <br />jail health. The county jail receives a federal per diem reimbursement for <br />housing federal prisoners and could be in jeopardy of losing the contract if they <br />are not in compliance. The Sheriff approached the Health Department with a <br />request for the department to consider providing services to the jail. The <br />proposal for jail health services has been discussed with both the Sheriff, some <br />of the jail staff, and other relevant departments in the county. <br /> <br />The Committee reviewed this proposal at its April meeting. Since that time, <br />there was a recommended change to employ a full time nurse practitioner. The <br />nurse practitioner position will be in the health department budget and paid for <br />under a contract agreement with the jail. <br /> <br />It is anticipated that this proposal will be looked at by the Commissioners at <br />their May meeting or early June outside of the budget cycle process so that the <br />process of filling the position can begin without delay. <br /> <br />Motion to approve the plan and authorize the health director to proceed with a contract <br />upon approval of the Board of Commissioners was made by Janet Southerland, seconded <br />by Alan Rimer, and carried without dissent. <br /> <br />3. Smart Start Funding Proposals <br />a) Dental Screening, Education and Referral Program <br />b) Families in Focus Intensive Home Visiting Program <br />c) Welcome to the World Program
