MINUTES
ORANGE COUNTY BOARD OF HEALTH
April 26, 2001
Board of Health Minutes Transcription completed by V. Anne Miles 2 April 26, 2001
III. PUBLIC COMMENT FOR ITEMS NOT ON PRINTED AGENDA

None

IV. REPORTS AND DISCUSSION WITH POSSIBLE ACTION

A. PHEADS Committee

1. Consolidated Agreement with North Carolina DHHS

The state consolidated agreement is anticipated to provide $497,396 federal
and state dollars to the county to provide specific services for fiscal year 2001-
2002. This represents approximately 11% of the overall health department
budget. This does not include Medicaid revenue which is earned separately for
services provided.

The final amount of the agreement will not be specified until after July 1, 2001
when the final state budget is approved by the legislature.

The County Attorney has reviewed the agreement and finds it satisfactory.

Motion to approve the consolidated agreement as written and authorize the health
director to sign was made by Martha Stucker, seconded by Alan Rimer, and carried
without dissent.

2. Jail Health Services Proposal

The Sheriff indicated that a recent inspection report by the federal marshal
indicated that the jail was not in compliance with national standards regarding
jail health. The county jail receives a federal per diem reimbursement for
housing federal prisoners and could be in jeopardy of losing the contract if they
are not in compliance. The Sheriff approached the Health Department with a
request for the department to consider providing services to the jail. The
proposal for jail health services has been discussed with both the Sheriff, some
of the jail staff, and other relevant departments in the county.

The Committee reviewed this proposal at its April meeting. Since that time,
there was a recommended change to employ a full time nurse practitioner. The
nurse practitioner position will be in the health department budget and paid for
under a contract agreement with the jail.

It is anticipated that this proposal will be looked at by the Commissioners at
their May meeting or early June outside of the budget cycle process so that the
process of filling the position can begin without delay.

Motion to approve the plan and authorize the health director to proceed with a contract
upon approval of the Board of Commissioners was made by Janet Southerland, seconded
by Alan Rimer, and carried without dissent.

3. Smart Start Funding Proposals
a) Dental Screening, Education and Referral Program
b) Families in Focus Intensive Home Visiting Program
c) Welcome to the World Program
