Anne Miles 1 November 14, 2002 <br />ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, <br />promote the health, and preserve the environment for all people in the Orange County community. <br /> <br />THE ORANGE COUNTY BOARD OF HEALTH MET ON November 14, 2002 at the Richard E. <br />Whitted Human Services Center, Hillsborough, North Carolina. <br /> <br />BOARD OF HEALTH MEMBERS PRESENT: Jonathan Klein, Chair; Mel Hurston, Vice Chair; Barry <br />Adler; Moses Carey, Jr.; Alan Rimer; Lee Werley; Kate Wilder; Alice White <br /> <br />BOARD OF HEALTH MEMBERS ABSENT: Martha Stucker, Sharon Van Horn. <br /> <br />STAFF PRESENT: Rosemary Summers, Health Director; Donna King, Health Promotion and <br />Education Services Division Director; Ron Holdway, Environmental Health Services Division <br />Director; Anne Miles, Administrative Assistant <br /> <br />GUESTS PRESENT: Lori Haigler, UNC School of Public Health student <br /> <br />Rosemary Summers gave Board members and guest a guided tour of the Health Department <br />offices and clinic located in the Richard E. Whitted Human Services Center and discussed the <br />renovations that are planned. <br /> <br />I. Welcome and Introductions <br /> <br />Jonathan Klein called the meeting to order at 7:30 P.M. and introduced the guest. <br /> <br />II. Approval of November 14, 2002 Agenda <br /> <br />The motion to approve the Agenda of November 14, 2002 was made by Kate Wilder, <br />seconded by Moses Carey, and carried without dissent. <br /> <br />III. Public Comment for Items NOT on Printed Agenda <br /> <br />None <br /> <br />IV. Action Items on CONSENT Agenda <br /> <br />A. Minutes approval of October 24, 2002 meeting. <br /> <br />Motion to approve the minutes of October 24, 2002 was made by Kate Wilder, seconded <br />by Moses Carey, and carried without dissent. <br /> <br />B. Appeal of Harrod Durham on Denial of Septic Permit <br /> <br />Harrod Durham appealed the staff’s decision to deny an Improvements Permit issued <br />for a property he owns and also to have the site reclassified to a usable status. The <br />permit denial and the denial to reclassify are based on unsuitable soil characteristics <br />on the site evaluated. <br /> <br />The ACEH Committee held a hearing on October 24th. The Board has the authority to <br />affirm, modify or reverse the staff decision in the appeal according to NCGS§130-A-24. <br />
