Reports and Discussion with Possible Action <br /> <br />A. PHEADS Committee <br /> <br />1. Recommendation on Food from Non-commercial Sources in Schools <br /> <br />Ron Holdway reported that during the 2001-2002 school year, Robeson County <br />experienced an e-coli outbreak that involved several hundred students in <br />multiple schools throughout the school system. Through an extensive <br />epidemiological investigation, the source of the outbreak was traced to a food <br />that was brought into the school from a non-commercial source and shared in a <br />classroom setting. The particular food was contaminated with e-coli and the <br />outbreak spread from there through person to person transmission. <br /> <br />An advisory came through the Health Department late last spring and was <br />shared with the school nurses, however no formal action was endorsed or <br />considered by this board. The committee considered the matter at its last <br />meeting and is recommending that the Board endorse a letter of <br />recommendation and authorize the letter to be sent to both school system <br />superintendents and the chair of each school board. <br /> <br />Jonathan Klein suggested that the letter also be sent to private schools in the <br />county as well as public schools. <br /> <br />Motion to endorse a letter of recommendation to be sent to all schools in Orange County <br />and offer help in developing an appropriate policy was made by Moses Carey, seconded <br />by Alice White, and carried without dissent. <br /> <br />2. Whitted Renovation Update <br /> <br />Rosemary Summers reported the HVAC replacement and the planned clinic <br />renovation for both personal health and dental health in the Whitted Building <br />was approved by Commissioners. Work has already begun in the Parks and <br />Recreation wing of the building. An update was provided to Board members <br />with information on when health department services will be curtailed due to <br />staff relocation to temporary quarters during the renovation of the B Building <br />where the department is located. <br /> <br />B. Updates on Previous Items of Interest <br /> <br />• Budget update <br /> <br />Rosemary Summers reported on the potential impacts of budget cuts on the <br />department’s operations. It is possible that what is being proposed for state <br />budget cuts will not affect the department as badly as the worst case scenario. At <br />this time the department is aware of approximately $82,000 that will be cut. The <br />Medicaid rate reduction is not included in that amount and could possibly be an <br />additional $33,000 in a budget deficit for the department. We also do not know <br />what the reduction in case management services will be, whether it be a rate <br />reduction or core funding. More information will be available next month as the
