MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />May 23, 2002 <br />Board of Health Minutes Transcription completed by V. Anne Miles 3 May 23, 2002 <br />was a critical factor in getting this before the state legislature for action. <br /> <br />Motion to authorize Rosemary Summers to prepare a resolution to advocate for <br />an increased tax on alcohol on the Board of Health’s behalf was made by Martha <br />Stucker, seconded by Kate Wilder, and carried without dissent. <br /> <br />2. Budget Update <br /> <br />Rosemary Summers provided the Board with the latest information regarding the <br />budget process for FY 02-03 so that the Board may plan for the public hearings <br />on the budget. These hearings will be held May 30 at Southern Human Services <br />Center and June 6 at the Courthouse in Hillsborough. <br /> <br />It is estimated that the total projected budget cuts for the Health Department <br />could be as high as $332,648; however that is a worst case scenario based on <br />the fiscal research staff proposal. <br /> <br />Board members were asked to support a letter writing campaign to our state <br />representatives and Orange County Commissioners requesting their support in <br />advocating for adequate levels of funding to support the public health services <br />in Orange County and statewide. <br /> <br />3. Public Hearing Preparation <br /> <br />For the past two years, Board members have attended the public hearings on the <br />budget and communicated to the Commissioners budget priorities for the <br />department. This year with the budget shortfalls imminent, it is important for <br />the Board to carry messages to the Commissioners on the importance of <br />maintaining the services provided by the department. <br /> <br />4. Renovation Update <br /> <br />Rosemary Summers reported that the department has been engaged in planning <br />a renovation of the clinical space within the Whitted Building for four years. The <br />department’s plans were completed more than a year ago and then delayed <br />pending replacement of the HVAC system in the entire complex by the county. <br />The HVAC replacement proje ct that has been let for bid, includes the health <br />department’s renovation plans. It is anticipated that the HVAC project will begin <br />this August. <br /> <br />5. Water Summit Report <br /> <br />The Board of Commissioners has been concerned with the impacts of <br />development on current and future water supplies in the county. This recent <br />Water Summit was held with all of the water providers in the surrounding <br />counties (Durham, Orange, and Chatham) to discuss concerns, issues, and <br />future needs identified by public utilities. <br /> <br />Ron Holdway and Rosemary Summers attended the Summit to hear the <br />discussion and report to the Board. <br />
