MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />May 23, 2002 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 May 23, 2002 <br />These agreements are all renewals of previous agreements for services rendered on <br />behalf of health department clients. There are no substantial changes to the <br />agreements as written. The PHEADS Committee reviewed them at their May meeting. <br /> <br />Motion to approve and authorize the Health Director to sign the UNC Lab Contract <br />Renewal, UNC Family Practice Agreement; Jail After-Hours Coverage Renewal, and Wake <br />Radiology X-Ray Agreement Renewal was made by Martha Stucker, seconded by Mel <br />Hurston, and carried without dissent. <br /> <br />V. Reports and Discussion with Possible Action <br /> <br />A. ACEH Committee <br /> <br />1. L & W Update <br /> <br />Ron Holdway provided the Board with an update on the L & W Mobile Home Park <br />situation. The financing has been approved and the engineer is working with <br />the state on the design. <br /> <br />2. Dangerous Dog Update <br /> <br />John Sauls reported that the ACEH Committee has met twice to consider the <br />purpose and parameters of a Dangerous and Vicious Dog Ordinance proposal. <br />The Animal Control Director has met twice with the APS Director and twice with <br />the Animal Control staff to outline all the dangerous and vicious dog incident <br />situations, both first and second offense, and an appropriate animal control <br />response for each. Left to do is develop a full outline for the county attorney to <br />draft into proposed changes to the ordinance. The plan is to submit the draft of <br />the full outline to the ACEH Committee at its next meeting. <br /> <br />B. Other Items <br /> <br />1. Tobacco Tax Resolut ion <br /> <br />A resolution to advocate for an increased tax on tobacco products is one <br />method of raising additional state revenues in order to lessen the impact of <br />budget cuts, particularly if these funds were used to support health and <br />wellness activities. A draft resolution was presented to the Board for approval. <br /> <br />Rosemary Summers noted that the North Carolina Prevention Partners, the North <br />Carolina Association of Local Health Directors and other associations and <br />advocacy groups are supportive of an increased tax on tobacco products. <br /> <br />Motion to approve the resolution as written advocating for an increase in tax on <br />tobacco products was made by Alice White, seconded by Kate Wilder, and carried <br />without dissent. <br /> <br />A resolution to advocate for an increased tax on alcoholic beverages was <br />suggested as an additional means of lessening the impact of budget cuts, with <br />the funds targeted for health and wellness programs impacted by these cuts. <br />Rosemary Summers agreed to prepare a draft resolution and noted that time
