MINUTES
ORANGE COUNTY BOARD OF HEALTH
March 21, 2002
Board of Health Minutes Transcription completed by V. Anne Miles 3 March 21,
2002
C. Restaurant Grade Card Resolution

Over the last four years, six counties piloted a new sanitation card for
restaurants that show only the percent score received by each restaurant.
During the 2000-2001 year, the state conducted a survey to determine the
direction to go for the entire state. Consumers, restaurant owners, and
environmental health specialists were surveyed.

The results of the study did not show a clear direction for the program. The
state is leaning towards allowing counties to choose whether to post either the
grade or the numeric score. Alamance County recently adopted a resolution to
post both the numeric score and the grade of equal size on the same card as a
compromise effort to retain uniformity throughout the state.

Board members discussed the merits of posting numeric scores, grades, and
both numeric score and grade.

Motion to approve a resol ution asking for the grading systems of restaurants be
retained, posting both numeric score and the grade of equal size on the sanitation
card, and forward it to the Commission for the Environment was made by Mel
Hurston, seconded by Alan Rimer, and carrie d without dissent.

D. Statewide Health Priority Survey

The Division of Public Health’s health education office has requested health
departments across the state to choose priority areas during the community
assessment process. These are compiled and sometimes used by the state to
formulate legislative priorities for the year, including new legislation and
revising current legislation. This assessment process is moving to a four-year
rolling cycle with one-fourth of the counties preparing an assessment each year.
The Office of Health Education will be requesting this survey to be completed
each year to better prepare for the legislative session.

Board members completed the survey and concurred on the following as the top
priorities:

• Community Health Promotion and Disease Risk Reduction/Community Health
Education
Healthy Carolinians
Community Health Education
Injury Control
Nutrition Counseling
Tobacco Use Prevention
Physical Activity
• Food Lodging, Water, Onsite Sewage and Wastewater Disposal, and Other
Sanitation
Restaurant, Lodging, and Institution Inspection
Lead Abatement
Pest Management
Water Sanitation and Safety
Private Water Supply
