MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />March 21, 2002 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 March 21, <br />2002 <br />2003. This represents approximately 10% of the overall health department <br />budget. This does not include Medicaid revenue, which is earned separately for <br />services provided. The County Attorney is currently reviewing the agreement. <br /> <br />Motion to approve the consolidated agreement as written and authorize the <br />health director to sign was made by Alan Rimer, seconded by Martha Stucker, and <br />carried without dissent. <br /> <br />V. Reports and Discussion with Possible Action <br /> <br />A. Animal Protection Society Budget Request and Contract Renewal <br /> <br />John Sauls and Rosemary Summers met with Ann Hamner, the APS President, <br />Laura Walters, the Interim Executive Director, and Darra Das, Associate Director <br />on March 5 to review the APS budget requests. They requested a 2.5% increase <br />in salaries to cover a cost of living adjustment and additional funding of $1367 <br />to pay for additional rabies vaccine that would be required to vaccinate all <br />adoptable animals on their second day in the shelter. <br /> <br />In addition, APS submitted a list of capital needs totaling $6143. This could be <br />submitted as a one-time capital cost for county funding. <br /> <br />The contract with the APS for operation of the Animal Shelter has no substantive <br />changes other than date changes. <br /> <br />Board members commended the APS for their budget efforts and Martha Stucker <br />recommended a letter of commendation from the Board to APS for their <br />achievements and for informative and thorough data presentation. <br /> <br />Rosemary Summers announced that Laura Walters has been appointed as the <br />APS Executive Director. <br /> <br />Motion to approve the APS Budget Request as presented and forward to the Board <br />of County Commissioners for approval was made by Martha Stucker, seconded by <br />Janet Southerland, and carried without dissent. <br /> <br />Motion to approve the APS Contract for operation of the Animal Shelter and <br />forward to the Board of County Commissioners for approval was made by Alan <br />Rimer, seconded by Martha Stucker, and carried without dissent. <br /> <br />B. 2002-2003 Health Department Budget Request <br /> <br />Rosemary Summers presented the budget request to the board for their review. <br />The county share is currently 57.8% of the budget and next year’s request will <br />be slightly lower due to a steady rise in external revenue. State revenue overall <br />dropped about $20,000 or about 1% of the external revenue. State funding is <br />still fairly unstable. This budget accounts for level funding from the state. <br /> <br />Motion to forward the budget request to the Orange County Board of <br />Commissioners for the department was made by Alan Rimer, seconded by Martha <br />Stucker, and carried without dissent. <br />
