MINUTES
ORANGE COUNTY BOARD OF HEALTH
January 17, 2002
Board of Health Minutes Transcription completed by V. Anne Miles 6 January 17, 2002
The retreat has been scheduled for February 2nd at the Olive Branch Inn in
Rougemont, probably with a 9 a.m. to 3:30 p.m. agenda.

Jonathan Klein stated the board should present the commissioners with
examples of accomplishments and solicited input on whether a joint meeting
should be requested. There was general consensus among Board members
that a joint meeting would be helpful.

4. Possible New Staff Requests for 2002-2003 Budget

Rosemary Summers reported that new staff requests are typically due in to the
county budget office in January. This year, because of anticipated budget
shortfalls at the state level as well as an uncertain local economic picture, the
county manager is strongly advocating that department heads only propose
positions that are related to mandates or to Commissioner goals.

The Department's Strategic Plan identified a number of positions that are
needed to carry out the plan that was directly related to service mandates. The
senior management team is in the process currently of assessing whether
those requests can be delayed an additional year or whether they need to be
made now regardless of the budget picture.

VI. Board Comments/Announcements

Jonathan Klein publicly commended Rosemary Summers for the job she is doing as
Health Director. He read a letter of commendation from Tim Green, Alamance County
Health Director Chair of the North Carolina Association of Local Health Directors,
thanking her for initiative and leadership, in chairing the Health Promotion
Committee of the Association.

Dr. Klein also brought the Board's attention to two recent news articles . In one article
it was reported that the Board of County Commissioners has passed an ordinance
regulating the use of alcohol while hunting. This was an issue that was brought to
the attention of the commissioners by the Board of Health.

The second news article reported that the tobacco settlement funds will have some
small portion earmarked for smoking prevention, a direct result of letters by Boards
of Health and others to the Health and Wellness Trust.

VII. Adjournment

Motion to adjourn the meeting was made by Janet Southerland, seconded by Martha
Stucker, and carried without dissent.

The next Board of Health meeting will be held on February 21, 2002 at the Government
Services Center in Hillsborough, North Carolina at 7:00 PM.

Respectfully submitted,

Rosemary L. Summers, MPH, DrPH
