Volunteer Program Policy and Sample Tasks Martha Stucker brought forward to the Board in October 2001 the possibility of utilizing volunteers to extend the services of the health department. Senior managers were solicited for potential ideas for using volunteers and Ms. Stucker met with Wayne Sherman to further discuss the development of a policy that could be adopted by the Board. Issues regarding implementation and coordination of a volunteer program have not been resolved, however, if the policy is approved by the Board this would be the next step for discussion. Motion to approve the policy as presented for a volunteer program was made by Sharon Van Horn, seconded by Janet Southerland, and carried without dissent. 2. Required Board of Health Training The 2001-2002 contract agreements with the state require that locals boards of health receive "orientation and training" through the North Carolina Association of Boards of Health that would prepare them to assume their responsibilities as mandated under state law. In previous ye ars, each local department through assistance from the state and various organizations conducted training on an ad hoc basis. In an effort to standardize that training, the state is mandating that the training be conducted by NCABH. In order to come into compliance with this requirement all eleven members would need to participate in a training session sponsored by the NC Association of Boards of Health. The nearest training location to Orange would be Chatham County scheduled for Tuesday, April 23 from 6 to 8 p.m. The Chatham Health Director is quite willing to make this a joint effort. Joint county training is encouraged to save the very limited staff that is available to conduct the training. The Board's regular meeting is scheduled for Thursday, April 25 and one possibility would be to forego that meeting date and substitute this training instead. If there are agenda items that cannot wait until the May meeting, the Board could deal with them immediately after the training session in a brief meeting to address only critical items. The Board tabled this item for discussion at the next meeting. 3. BOCC Goal Setting Retreat The Board of Commissioners meets annually to discuss priority items for the coming year. The Board discussed in an earlier agenda item, the WTMP Program Expansion goal. At its previous meeting in November, the Board discussed potential other messages that could be communicated to the Commissioners.
