Mr. Paschall shall continue to retain a septic tank pumper until the <br />pump station is operational and all spaces in the park are connected. <br />The pumper shall inspect the septic systems serving the spaces in the <br />park at least two times per week and pump any septic tank in the park <br />as necessary to prevent sewage being discharged to the ground surface <br />or to prevent the backup of sewage into any of the homes. The pumper <br />shall report all activities at least weekly to the Environmental Health <br />Staff. <br />3. Mr. Paschall shall report progress on the project at least one time per <br />month to the Environmental Health staff. The reports shall be made in <br />person, direct phone conversation or letter to Ron Holdway or Tom <br />Konsler. <br />4. The collection system, pump station and all other appurtenances shall <br />be installed, approved by the appropriate agencies, operational and in <br />use by June 1, 2002. <br /> <br />3. Wastewater Treatment Program Expansion Recommendations <br /> <br />The ACEH Committee reviewed the status of the WTMP Expansion proposal at <br />their meeting on December 10, 2001 and discussed strategies to make the <br />plan viable. Alan Rimer was to review the matter and discuss it further with <br />staff and also with community leaders and report back to the Committee. <br /> <br />Alan Rimer reported to the Committee on January 8th on his meetings. The <br />strategy discussed at the committee meeting to develop a method of <br />inspecting a statistically valid sample of septic systems in current use in <br />Orange County. Future actions regarding the expansion would be based in <br />large part on the results of that study. Mr. Rimer suggested using graduate <br />students for this project. The study would look at several characteristics of the <br />septic systems including age, functionality, usage, maintenance, and soil type <br />to determine the nature and extent of septic failures in Orange County. <br /> <br />Additionally, the Board of Health representative is invited to address the issue <br />at the Board of Commissioners retreat in early February. Alan Rimer has <br />volunteered to perform that duty. <br /> <br />Motion to recommend this as a proposed revision to the BOCC goal and authorize Alan <br />Rimer to present such to the BOCC at its retreat on February 2 was made by Janet <br />Southerland, seconded by Martha Stucker and carried without dissent. <br /> <br />4. Barn Cat Program Implementation Report <br /> <br />Unbridled breeding among fertile females in feral cat colonies in rural Orange <br />County causes feline suffering, and creates unadoptable kittens. In that such <br />cats are not vaccinated against rabies, they are a public health hazard. Such <br />colonies are often protected by their property owners and keepers. This <br />program seeks to give the owner/keepers the incentive to help reduce the cat <br />overpopulation. The policies and procedures were reviewed by the ACEH <br />Committee and are forwarded to the Board for information and approval. <br /> <br />Motion to approve procedures was made by Janet Southerland, seconded by Martha <br />Stucker, and carried without dissent.
