MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />January 17, 2002 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 January 17, 2002 <br />1. HIV Case Management Services or Orange County <br /> <br />Wayne Sherman reported that Orange County Health Department was <br />approached in summer 2001 regarding providing HIV case management <br />services in the community. This was presented to the PHEAD Committee who <br />requested a need and cost/benefit analysis. The HIV Case Management Task <br />Force was formed with wide representation to assess various options for <br />providing these services. Recommendation from the Task Force was to <br />support an HIV Case Manager position through the Health Department. <br /> <br />This proposed position would be written into the FY 02-03 budget request. <br /> <br />Martha Stucker recommended that the request for county funding for this <br />position be tied to the UNC Hospital commitment for partial funding. <br /> <br />Motion was made by Janet Southerland, seconded by Lee Werley, to support the <br />proposed position of HIV Case Manager in the FY 02-03 budget request with a <br />commitment by UNC Hospitals for partial funding. <br /> <br />2. Jail Health Agreement for After Hours Coverage <br /> <br />OCHD began providing jail health services for the Sheriff's Office in fall 2001. <br />An experienced Physician's Assistant was employed successfully but was <br />unable to recruit a weekend nurse as budgeted. To assure that necessary <br />after-hours medical coverage was available, a temporary contract was put in <br />place with Orange Family Medical Group from 11/19/01 - 01/02/02. Since we <br />have had no applicants for the nurse position and since the temporary <br />contractual arrangement with OFC has worked well and is considered cost- <br />effective, we are proposing to continue the contractual arrangement. <br /> <br />Motion was made by Martha Stucker, seconded by Janet Southerland, and carried <br />without dissent to approve the contract with Orange Family Medical Group for after <br />hours jail health services and forward to BOCC for approval and signature. Jonathan <br />Klein abstained due to conflict of interest. <br /> <br />C. ACEH Committee <br /> <br />1. No Fault Well Repair Fund Policy <br /> <br />During the past several months, American Stone Company and OWASA applied <br />for and received a special use permit for the continued use of the current <br />facility as a quarry until 12-31-2030. After that date, OWASA will operate the <br />facility as a reservoir. As a condition of the special use permit, American Stone <br />established a No Fault Well Repair Fund (NFWRF) for those residents whose <br />property is within 3,000 feet of the perimeter of the quarry and who <br />experience well failures not directly attributable to the quarry operation. The <br />initial fund amount is $87,500 and can be augmented by $20,000 per year if <br />needed to meet the claims of the residents within that zone of affection. Well <br />failures that are a "probable result" of the quarry operation must be handled <br />exclusively by American Stone at their expense. <br /> <br />
