MINUTES
ORANGE COUNTY BOARD OF HEALTH
September 25, 2003
Board of Health Minutes Transcription completed by V. Anne Miles 3 September 25, 2003
counseling, walking/support groups, and circulation of a Body/Works newsletter.

In addition, we will be incorporating a six and twelve month follow-up telephone
interview to assess effectiveness.

The need for a program is based on the rising rates of childhood obesity and
specifically based on the requests of local physicians, school nurses, and parents to
implement a program in the school setting. The department proposes to pilot
BodyWorks in one northern Orange County middle or high school. The fee for the
program is $100. Currently there are no programs in place.

BodyWorks has been shown to be successful in Wake County Schools and could be an
additional strategy to combat childhood obesity in Orange County.

Motion to approve the BodyWorks pilot program in one of Orange County School District
school and to recommend to the Board of Commissioners the approval of the $100 fee
for the series was made by Alan Rimer, seconded by Sharon Van Horn, and carried
without dissent.

D. Weight Management Program for Orange County Employees: The Healthy Way

This program began ten years ago at Rex Wellness Center as a liquid diet program and
has evolved to what it is today: a multi-dimensional approach for weight management
that is geared to enhancing overall well-being. The program is currently provided at
three locations, and the UNC Wellness Center is now piloting the program.

The program includes twelve weekly, one-hour group discussion and educational
sessions facilitated by a registered dietitian and/or health educator/exercise
physiologist. Thirty minutes of exercise facilitated by an exercise physiologist follows
the educational sessions each week. Each participant receives one individual
consultation with the registered dietitian to determine nutritional goals and program
set -up. Pre and Post measures of change include: attitude survey, weight, resting
blood pressure, body mass index, resting heart rate, circumference measurements
(waist or hips), and aerobic exercise.

Group support and interaction for goal setting, creating change, problem solving,
overcoming barriers, and recipe exchanges are also an essential component of this
program.

Rex Wellness Center and UNC are currently charging fees for the program in the
amounts of $215 for members and $315 for nonmembers of the wellness centers.
Renée Kemske was a dietitian at the UNC Wellness Center prior to being employed full-
time for Orange County Health Department and is helping to update the program
material.

The health department is proposing to pilot a modified weight management program
to Orange County employees based on The Healthy Way. The proposed charge for
each participant is $175, with the option of paying for the program on a weekly basis
($15). The price is reduced since there is not an exercise physiologist on site.

There are currently no weight management programs exclusively for Orange County
