MINUTES
ORANGE COUNTY BOARD OF HEALTH
July 24, 2003
Board of Health Minutes Transcription completed by V. Anne Miles 3 July 24, 2003
The Board discussed background and qualifications of each applicant and voted to
recommend Dr. Tim Carey for the physician position and Christina Harlan for the nurse
position.

Motion to recommend Dr. Tim Carey for the physician position and Christina Harlan for
the nurse position to the Board of Commissioners for appointment to the Board of
Health was made by Alice White, seconded by Kate Wilder, and carried without dissent.

D. Board Calendar of Events for Fall

HSUS Report Presentation:
The HSUS presentation of the report regarding the assessment of the Orange County
Animal Shelter is scheduled to occur during a joint meeting of the Board of
Commissioners, the Board of Health, and the Animal Protection Society Board of
Directors on August 28, 2003. That is the same night as the regularly scheduled Board
of Health meeting. There will likely be actions required on remaining contract
renewals in August as well as presentations as a result of student project completion.
Rather than schedule a meeting to conduct regular business in August in addition to
this meeting, Jonathan Klein suggested that the Board of Health convene it’s meeting
at 6:30 to conduct regular business prior to the joint meeting.

Public Hearing:
There will be a public hearing to receive comments on the HSUS assessment of the
Orange County Animal Shelter on September 18, 2003. Board of Health members have
been asked to attend to hear the public’s comments.

Staff Recognition Breakfast:
The Board discussed available dates for the annual Staff Recognition Breakfast and
selected October 20, 2003 for the event. The awards breakfast will be held at
Southern Human Services Center in Chapel Hill.

Dr. Sandler:
The Board indicated that it would like to schedule an event to recognize Dr. Sandler’s
23 years of service to the department. After discussion the Board agreed that a dinner
event be held and that dental health staff be included.

Open House:
The staff is planning an Open House in celebration of opening the renovated Whitted
facility. The anticipated date for this is September 10, 2003 in the late afternoon. The
Board recommended September 17, 2003, as more Board members would be able to
attend. The date may vary depending on final work to be scheduled at Whitted.

E. Environmental Health and Animal Control Committee Report

Kate Wilder reported that the committee met July 22, 2003. Among discussion items
was the preliminary report from HSUS. Many of the comments in the report were
standard recommendations they make to animal shelters. One of the concerns of the
committee was that the specific problems that were associated with our animal shelter
be separated in some way from the general recommendations that were given in the
study. The committee plans to request that of HSUS. The committee cannot make any
recommendation until the final report is received. HSUS did not want to issue this
