MINUTES
ORANGE COUNTY BOARD OF HEALTH
May 22, 2003
Board of Health Minutes Transcription completed by V. Anne Miles 5 May 22, 2003
looking for two to four multi-county partners across the state for the grant funds of
$375,000 a year per grantee. Orange County will partner with Chatham and Alamance
Counties. The counties must be contiguous.

Renovation Update: The Whitted Building renovation has been completed to the extent
that the department was able to move back in. There still some work that is pending
to be done. An old colony of bats was found in the other half of the Whitted building
when it was vacated to begin the HVAC renovation. The county has tried to eliminate
access by the bats during various repair projects over the years. When the contractor
removed the ceiling tiles additional bats and guano were found. The HVAC crew has
stopped work until the county could remediate that problem due to the danger of
histoplasmosis. This has pushed the final renovation back to the end of October.

Budget Update: We do not know much about cuts at the state level yet. The Senate
restored the eligibility of pregnant women for Medicaid. The Intensive Home Visiting
program has not been restored by the State, however through additional Smart Start
funding and revenues, if the county provides an additional #18,000 we will be able to
retain the program at its current level. Finally, Smart Start denied the appeal to restore
funding for the Community Health Awareness Program. We will be asking the county
to support this project through the safety net funds. Board members are encouraged
to attend the budget public hearings to express appreciation to the Commissioners for
their support to department programs and to keep the funding services to keep them
at current levels of service.

E. Pharmacy Contract Renewal

The Health Department contracted with Robert E. Dupuis for pharmacy services for
fiscal year 2002-2003. The department has been satisfied with his services and
recommends a renewal of the contract for FY 2003-2004. The only changes are the
addition of HIPAA guidelines and an increase in amount to $10,283 per year.

Motion to approve the renewal of the contract with Robert E. Dupuis for Pharmacy
Services for FY 2003 - 2004 and forward to the Commissioners for approval was made
by Alice White, seconded by Kate Wilder, and carried without dissent.

VI. Board Comments/Announcements

A. NALBOH

The 11th Annual Conference will be held July 16 – 19, 2003 in Baltimore, MD. Board
members were urged to consider attending.

B. Domestic Violence

Alice White addressed the issue of domestic violence in the county and suggested a
joint meeting between the Health Department, Social Services and law enforcement
agencies to explore what could and is being done in the county. Rosemary Summers
will consult with Nancy Coston, the Social Services Director, to explore the possibilities
and report back to the Board.

VII. Adjournment
