Anne Miles 4 May 22, 2003 <br />of a technical correction needed to the revised contract, and that the APS Board has not <br />had an opportunity to look at the revised contract, specifically 2-I, 2-II, and the wording <br />of 3-I. APS is not scheduled to meet as a Board until June 9. <br /> <br />Rosemary Summers explained that items for consideration by Commissioners must be <br />reviewed for agenda approval, which occurs two weeks prior to the meeting. <br /> <br />Any further changes to the contract extension would be forwarded to the Animal <br />Control and Environmental Health Committee for consideration. <br /> <br />Motion was made by Alan Rimer to recommend that the Board of Commissioners <br />approve an extension to the current contract at level funding for the period July 1, 2003 <br />through December 31, 2003, pending APS approval of contract extension, seconded by <br />Jonathan Klein, and carried without dissent. <br /> <br />B. Legislative Matter: House Bill 1094 <br /> <br />House Bill 1094 was introduced last week and is intended to clarify/restore the powers <br />of local Boards of Health in making rules to regulate areas that affect public health. <br />The NC Supreme Court recently overturned a ruling on the ability of Chatham County <br />Board of Health to make rules regarding regulating hog waste odor. This legislation <br />clarifies and codifies that authority. <br /> <br />Motion was made by Jonathan Klein that the Board show support of House Bill 1094 by <br />sending a letter of support from the Board and also writing individual letters of support <br />to legislators, seconded by Alan Rimer, and carried without dissent. <br /> <br />C. Governing Board Accreditation Draft <br /> <br />The Health Director is serving as one of the co-chairs of a committee considering an <br />accreditation system for local public health departments in North Carolina. One of the <br />aspects of accreditation will be a “unit” on governing boards. The Board previously had <br />examined the national performance standards that were developed by several national <br />groups; however, those standards were cumbersome and difficult to analyze. The <br />proposed standards are fairly simple and easy to understand. The Committee is <br />currently seeking input from local Boards of Health on these proposed standards. <br /> <br />D. Health Director’s Report <br /> <br />Tobacco Grant Recruitment: <br />We are in the process of recruiting the project manager for the grant program. <br />Candidates are being interviewed at this time. <br /> <br />Dentist Recruitment and Dental Hygienist Recruitment: <br />The recruitment for both of these positions is under way and closes on June 2. <br /> <br />Chronic Disease Grant Initiative: <br />A new chronic disease grant initiative from the Department of Health and Human <br />Services at the Federal level is a five-year cooperative agreement through CDC <br />targeting six areas; nutrition, obesity, physical activity, diabetes, tobacco, and asthma. <br />Communities must address all six areas in an integrated fashion.
