MINUTES
ORANGE COUNTY BOARD OF HEALTH
May 22, 2003
Board of Health Minutes Transcription completed by V. Anne Miles 2 May 22, 2003

The Health Department has contracted with the UNC School of Dentistry for Pediatric
Resident Services for 20 years. The Pediatric Resident provides services one day per
week in Hillsborough for young children and allows the department to treat younger
children and those with more complicated dental problems. The contract amount
remains at the same level as the previous year at a total cost of $2400 per year.

Motion to approve the renewal of the contract with the UNC School of Dentistry for
Pediatric Resident Services for FY 2004 and forward to the Commissioners for approval
was made by Lee Werley, seconded by Jonathan Klein, and carried without dissent.

C. Contract with Chapel Hill Training and Outreach for Dental Services for Head Start
Program

Chapel Hill Training and Outreach Program (CHTOP) won the federal contract to
provide Head Start services in northern Orange County last year. They have recently
opened a new Head Start Center in Hillsborough. One of the requirements of Head
Start is that all enrolled children be screened for dental problems and have any
problems identified services. CHTOP approached the health department to contract for
these services on an annual basis. The services would include screening and any
service provision that the children may need for follow-up. Families could elect to
receive service from another dental provider if they have one. The contract is for
approximately $10,000 on an annual basis or about $100 per child. This includes an
on-site screening and full in-office screening for any children identified with needs. In
addition, Medicaid reimbursement will be available for services identified as a result of
the screening.

Serving this population is consistent with the mission and goals of the department to
provide services to underserved residents.

Motion to approve the draft contract as written, pending corresponding approval by
CHTOP; and to forward the contract to the Board of Commissioners for approval was
made by Kate Wilder, seconded by Lee Werley, and carried without dissent.

D.
