MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />March 27, 2003 <br />Board of Health Minutes Transcription completed by V. Anne Miles 3 March 27, <br />2003 <br /> <br />Motion to approve the agreement and assurances and forward it to the Board of <br />County Commissioners for approval was made by Martha Stucker, seconded by <br />Alice White, and carried without dissent. <br /> <br />D. Possible Legislative Agenda <br /> <br />1. Body-piercing bill (HB 238) <br /> <br />This bill would prohibit body piercing except by persons with permits. <br />The Commission for Health Services would be charged with establishing <br />rules through which the Depart ment of Health and Human Services would <br />issue permits. The bill was referred to the House Ways and Means <br />Committee. <br /> <br />2. Home Rule (SB 160) <br /> <br />Section 9 of SB 160 strengthens and clarifies the board’s ability to make <br />local rules, giving the health department authority to adopt rules to <br />protect the public health as may be necessary. <br /> <br />3. Private soil scientist authorization for field work <br /> <br />This has not yet been introduced as a bill, but there is a strong private <br />coalition supporting this and it will most likely be introduced as a bill. <br />The department is not in support of this authorization. <br /> <br />VI. Board Comments/Announcements <br /> <br />A. Alan Rimer announced that the Carolina Environmental Program is holding a <br />symposium on environmental change in human health. <br /> <br />B. Rosemary Summers announced that the Orange County Environmental Summit <br />is being held March 29. The Commission for the Environment will be presenting <br />a State of the Environment Report and recommendations. <br /> <br />C. Jessica Lee advised of the “Seal Orange County Kids” upcoming events. <br /> <br />VII. Health Director’s Report – Rosemary Summers <br /> <br />Three items of noteworthy interest: <br /> <br />1. Kate B. Reynolds Healthy Carolinians Grant – The grant application has been <br />submitted. <br /> <br />2. Community Assessment Process is underway. More than 25 agencies attended <br />the first planning meeting and a lot of enthusiasm was generated around the <br />focus groups. Twenty-five people have signed up for the training session on <br />April 7. <br /> <br />3. Health Promotion and Education – The Water for Wellness promotion is
