MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />February 27, 2003 <br />Board of Health Minutes Transcription completed by V. Anne Miles 4 February 27, 2003 <br /> <br />3. Environmental Health – Ron Holdway <br /> <br />WTMP – A reinspection program for certain higher-risk septic systems in the <br />county is in place and operating now. Several years ago the department was <br />looking at expanding that program to include every system in the county. <br />Recently Triangle Council of Governments has sponsored an Upper Neuse River <br />Basin workgroup that has made several recommendations similar to our <br />proposal as part of a complete study of how the basin can be improved and <br />protected. A draft prepared by TJCOG of the management -planning project for <br />this was given to board members. Commissioner Barry Jacobs has expressed a <br />desire that the department research this program again for Orange County. <br />This will be a topic for discussion at the joint BOCC-BOH meeting. <br /> <br />The environmental health staff has taken a look at the mobile home parks in the <br />county, rated them on various criteria and assigned them a risk level. The staff <br />would like to be able to develop a plan for ongoing monitoring of the high-risk <br />systems and conduct some planning with the owners of those parks. This may <br />be incorporated into next year’s work plan. <br /> <br />4. Health Promotion and Education – Donna King <br /> <br />Smart Start Funding – A proposal was submitted at the same level as last year <br />for CHAP. Last year the county assisted with some funds. This year division <br />funds are supporting operational cost. <br /> <br />Healthy Carolinians – Community assessment process has begun. Student aid <br />with data analysis will help development of a final report. Community agencies <br />have been invited to anticipate and the feedback from these agencies has been <br />very positive. <br /> <br />Nutrition – A fee for service has been instituted for the services of the <br />department’s registered nutritionist. It is a sliding fee scale and will be <br />Medicaid billable for children and pregnant women. Application as been made <br />for Medicare provider number to enable the department to provide medical <br />nutrition therapy. Referrals have been also been received from the private <br />sector providers. <br /> <br />Public Health Month – April is public health month and the calendar is filling up <br />with community events that the department has been invited to attend. The <br />national focus is on obesity and nutrition but the department is also making <br />plans for distribution of information for families about disaster preparedness. <br />This information would cover thunderstorms, power outages, etc. <br /> <br />5. Animal Control – John Sauls <br /> <br />The need for a new animal shelter is approaching. An offer was recently <br />received from the town of Chapel Hill to use a part of the parcel that they would <br />be using for their public works service area. There are several other county <br />owned parcels under consideration. <br />
