REVISED 12/12/06 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 12, 2006 <br />Action Agee <br />Item No. <br />SUBJECT: Schools Adequate Public Facilities Ordinance (Schools APFO) -Approval of <br />Membership and Capacity Numbers <br />DEPARTMENT: Manager/Planning/Budget/ <br />Attorney <br />ATTACHMENT(S): <br />Orange County and Chapel Hill- <br />Carrboro School Districts: <br />School APFO Capacity Calculation and <br />Change Request Form (includes student <br />membership) for Elementary, Middle, <br />and High School levels (6 pages total) <br />PUBLIC HEARING: (Y/N) No <br />INFORMATION CONTACT: <br />Rod Visser, 245-2308 <br />Craig Benedict, 245-2592 <br />Donna Dean, 245-2151 <br />Geof Gledhill, 732-2196 <br />PURPOSE: To consider approval of November 15, 2006 membership and capacity numbers <br />for both school districts (Orange County and Chapel Hill-Carrboro City Schools) which will be <br />used in developing 10-year student membership projections and the 2007 SAPFO Technical <br />Advisory Committee (SAPFOTAC) Report. <br />BACKGROUND: In accordance with the Schools APFO MOUs (Memorandum of <br />Understanding), the Board of County Commissioners shall approve the School Districts <br />November 15 membership and capacity numbers within fifteen (15) days after receiving the <br />numbers from the School Districts. Both School Districts submitted their membership and <br />capacity numbers in accordance with the MOUs. <br />The SAPFOTAC, comprised of representatives of both school systems and the Planning <br />Directors of the County and Towns, is tasked to produce an annual report for the governing <br />boards of each Schools APFO partner. The full annual SAPFOTAC report, which will include <br />10-year student membership projections, will be completed in early 2007. <br />The building capacities used this year are unchanged from the capacities used last year. <br />Reduced class size capacities related to State of North Carolina class size reduction .mandates <br />in grades kindergarten through 3 (K-3) will be implemented in both school districts when <br />Elementary School #10 in the Chapel Hill-Carrboro school district opens. The anticipated <br />opening date for Elementary School #10 is the 2008-09 school year. Smaller class sizes in <br />grades K-3 will result in less building capacity in the elementary schools. <br />
