MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />November 20, 2003 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 4 November 20, 2003 <br />Commission on the Environment Alan Rimer (Engineer) <br /> <br />Motion to appoint the committees as listed was made by Alan Rimer, seconded by Kate <br />Wilder, and carried without dissent. <br /> <br />C. 2004 Meeting Schedule Adoption <br /> <br />The Orange County Board of Health has traditionally met on the fourth Thursday of <br />every month. The scheduled meetings for calendar year 2004 follow this same <br />pattern. The Board will not be meeting at Southern Human Services Center next year <br />due to being “bumped” from meetings on a consistent basis in this facility this past <br />year. Staff does not believe that this situation will change in 2004. Several years ago <br />the Board determined that it wished to alternate meetings to enable broad citizen <br />access and participation. The new meeting location at the southern end of the county <br />will be the Century Center in Carrboro. The meeting schedule is posted on the Orange <br />County website under “Board of Health.” <br /> <br />In January the Board is scheduled to hold a joint dinner meeting with the Healthy <br />Carolinians Council prior to the regular Board of Health meeting. <br /> <br />Board members also discussed the need for a joint Board of Commissioners/Board of <br />Health meeting in the spring and directed staff to prepare a letter for the chair’s <br />signature. <br /> <br />Motion to approve the 2004 meeting schedule was made by Lee Werley, seconded by Tim <br />Carey, and carried without dissent. <br /> <br />V. Reports and Discussion with Possible Action <br /> <br />A. PHEADS Committee <br /> <br />1. Primary Care Scenarios <br /> <br />At the October 23, 2003 meeting, the Board received a document entitled <br />“Primary Care Needs Assessment for OCHD 2003” and an accompanying <br />PowerPoint presentation, the Board engaged in the beginning dialogue <br />regarding the future of clinical services at OCHD. There was general agreement <br />that further discussion was warranted. <br /> <br />Wayne Sherman presented the five potential scenarios that could be pursued to <br />the Board for their review, consideration and discussion. The Board selected the <br />option that provides primary care to health department traditional populations <br />or women and children that are already clients in health department prevention <br />programs. <br /> <br />B. ACEHS <br /> <br />1. Wastewater Rule Amendments <br /> <br />As warranted, staff brings a proposal to amend the local wastewater rules to the <br />Board of Health for consideration.
