Reports and Discussion with Possible Action <br /> <br />A. Comprehensive Land Use Planning Ordinance <br /> <br />In the last two years the Planning Department has worked on updating the Comprehensive Land <br />Use Plan for Orange County. There are many elements of the plan that are still being worked on <br />by Planning staff in conjunction with the Planning Board and the Board of County <br />Commissioners. <br /> <br />Tom Altieri, a supervisor in the Planning Department, gave a PowerPoint presentation and a <br />short summary on the status of the Comprehensive Plan draft revisions to date. <br /> <br />B. Board Education Plan for 04-05 <br /> <br />One of the DHHS agreement addenda specifies that each Board of Health should receive regular <br />education to enhance their decision-making in discharging their duties. Board members agreed <br />that a regular short educational presentation at each Board meeting would be the easiest way to <br />fulfill this requirement and is a good idea regardless of the agreement requirement. Planning <br />ahead will also allow staff to secure outside resources for some topics the Board may be <br />interested in. <br /> <br />The following schedule of topics was suggested as a starting point for educational topics with <br />possible future modification. <br /> <br /> July 2004: No meeting <br /> August 2004: ACCESS Care Program: Medicaid Managed Care <br /> September 2004: Emerging Arboviruses and Environmental Control <br /> October 2004: Oral Health Access Issues for Preschool and School Age Children <br /> November 2004: Social Marketing Concepts for Public Health <br /> December 2004: Exploring Disparity in Health Care Indicators and Service Provision <br /> January 2005: Public Health Funding Streams <br /> February 2005: Septic and Well Approvals: from Application to Construction <br /> March 2005: The Collaboration of School Health and Public Health <br /> April 2005: Services to Residents in the Home <br /> May 2005: The Whole Story on Food, Lodging, and Institutional Inspections <br /> June 2005: One Year After Mental Health Reform <br /> July or August 2005: Integration of Public Health Services Across Disciplines <br /> <br />C. Health Department Strategic Plan <br /> <br />The current strategic plan for the Health Department ends June 30, 2004. The department <br />should strive to have a completed plan ready for Commissioner review during the later <br />winter/early spring of 2005. The current strategic plan has been very useful in guiding the work <br />of the department and in securing resources needed to carry out the initiatives in the current <br />plan. The theme of the current strategic plan was “Providing High Quality Mandated Services.”
