MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />October 28, 2004 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 2 October 28, 2004 <br /> <br />A. Minutes approval of September 23, 2004 meeting. <br /> <br />B. Rabies Prevention Policies and Procedures for the Health Department <br /> <br />The Health Director has statutory authority in the area of rabies prevention and control that <br />have been an integral part of the Health Department operation through the communicable <br />disease program and animal control. With the transition of animal control to a new county <br />department, policies which had been informal needed to be committed to paper to ensure that <br />the continuity of practice would continue to exist across departmental lines and preserve the <br />principles of rabies protection. <br /> <br />The Animal Control and Environmental Health Committee reviewed these policies at their <br />October meeting and had no changes to the policies. <br /> <br />C. Primary Care Grant Funds Acceptance <br /> <br />The Orange County Health Department applied for and received $86,460 of one-time funding <br />for FY 2004-2005 from the NC Office of Research, Demonstrations, and Rural Health <br />Development in the Department of Health and Human Services to support the development of <br />primary care services in Hillsborough. The Orange County Board of Health and the Orange <br />County Commissioners supported the expansion to primary care services in the current budget. <br />These funds will support 2.5 FTE temporary positions, counseling and nutrition services for non- <br />Medicaid clients and a computer, printer, and software for the pharmacy. The temporary <br />positions include a 1.0 FTE Public Health Nurse I, a 1.0 FTE Nursing Assistant, and a .5 FTE <br />Laboratory Technician. <br /> <br />D. Primary Care Fee Schedule Approval <br /> <br />With the start of primary care, new services/labs will be added. These fees will enable the new <br />program to earn revenue to partially support the program. These are consistent with the <br />projections in the primary care proposal presented during the budgeting process. <br /> <br />In the laboratory column, it should be noted that some laboratory charges are lower than the <br />actual Medicaid rate. For those tests, OCHD uses the UNC Hospitals McLendon Labs and may <br />only charge the actual charge to us from the lab. The sliding fee scale applies to these fees as <br />well. The OCHD cannot bill for lab tests that are sent to reference labs. <br /> <br />E. Contract with Triangle JCOG for Active Seniors grant <br /> <br />Rosemary Summers requested Item IV.E. Contract with Triangle JCOG for Active Seniors grant be removed from <br />the Consent Agenda for future consideration. <br /> <br />Motion to approve the minutes of January 22, 2004 and items on the Consent Agenda as <br />amended was made by Kate Wilder, seconded by Chris Harlan, and carried without dissent.
