A draft of a Code of Ethics for North Carolina <br />County Commissioners, prepared for the North Carolina County <br />Commissioners Association is Attachment K. The Town of Carrboro <br />Code of Ethics and Disclosure Requirements is Attachment L. The <br />last attachment, Attachment M, is a 2001 executive order of <br />Governor Easley, creating a North Carolina Board of Ethics and <br />prescribing its responsibilities and the responsibilities of <br />covered State employees. <br />Disclosure requirements can be helpful in causing the <br />person making. the disclosure to focus on his or her (and family <br />member) property and business interests. This may aid the public <br />officer or employee in not participating in decisions where <br />conflicts of interest arise. Similarly, disclosure requirements <br />can aid others in making decisions about, who should and who <br />should not participate in decisions. The absence of an ordinance <br />or statutory disclosure requirement does not, however, mean that <br />the requirement for disclosure on a case by case basis as <br />required by law does not exist. It does.
