GLEDHILL <br />EMAIL: geoKreygledhiq@cgandh.wm <br />RE: Financial Disclosure/Conflicts of Interest: Board of <br />Commissioner Members and Senior County Staff <br />Dear Board Members: <br />I have been asked to help you in your discussion of <br />property and business disclosure requirements and the related <br />notion of conflicts of interest. This letter and its attachments <br />provide information to that end. <br />Presently each member of the Orange County Board of. <br />Commissioners is required to comply with the property and <br />business ownership disclosure requirements of Title VII of <br />Chapter 460 of the 1987 Session Laws. A copy of that disclosure <br />law is Attachment A. As you can see, it is self executing. That <br />is, it does not require the Board of Commissioners to implement <br />it by ordinance, policy or otherwise. <br />Orange County does .not presently require property.holding <br />or business ownership interest disclosure by senior County staff <br />members. Approximately a year ago, Elaine Holmes, then the <br />County's Personnel Director, surveyed other area local <br />governments to determine employee financial disclosure <br />requirements of the governments surveyed. That survey revealed <br />that the Town of Chapel Hill and Durham County have a disclosure <br />requirement. That survey also revealed that the other <br />governments surveyed, Alamance County, the Town of Carrboro, <br />Chatham County, the City of Durham and Wake County, do not <br />
