Reports and Discussion with Possible Action

A. Reappointment of Board Members

Two Board members have terms that expire on June 30, 2004. They are Tim Carey, physician
representative, and Jessica Lee, dentist representative. Both individuals are eligible for two full
terms of service since they currently are serving a partial term. Their new appointment dates
would be July 1, 2004 – June 30, 2007.

In addition, Lee Werley has indicated his resignation effective June 30 and the Nominating
Committee will be starting recruitment efforts for that vacancy soon.

Recommendations for reappointment must be forwarded to the Board of Commissioners who
are authorized by NCGS 130A to make appointments to the Board of Health.

Motion to recommend reappointment for Dr. Carey and Dr. Lee and forward to the Board of
County Commissioners for appointment was made by Kate Wilder, seconded by Lee Werley, and
carried without dissent.

B. Summer Meeting Schedule

In some past years, the Board has chosen not to meet during one of the summer months. The
Executive Committee discussed the summer schedule and suggested that the July Board
meeting be cancelled for this year. There does not appear to be any pending actions that could
not be held until the August meeting.

Motion to cancel the regularly scheduled Board of Health meeting on July 22, was made by Kate
Wilder, seconded by Matt Vizithum, and carried without dissent.

C. Healthy Carolinians Re-certification Application

Orange County Healthy Carolinians was originally formed in 1996 and certified by the
Governor’s Task Force for Healthy Carolinians in 1998 and re-certified in 2000. Since then, much
progress has been made in stabilizing staff support. As a result of stable staff support,
significant progress has been made in engaging community agencies and residents in the work
of Healthy Carolinians. Recently, a very successful breakfast was held with over 60 community
members in attendance to review the top community issues selected in the 2003 community
assessment and begin developing new action plans around the top identified priorities. All
community action plans require the commitment of multiple community partners; the health
department is only one of the partners involved and in fact may not be the lead agency for a
given priority.
