MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />March 25, 2004 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 3 March 25, 2004 <br />One of the priorities identified as a result of the Healthy Carolinians community <br />assessment process in 1996 was to reduce the rate of tobacco use by teens. This grant <br />opportunity offered by the NC Health and Wellness Trust presented an opportunity to <br />obtain funding to further this objective. A grant request was submitted in November of <br />2002 to develop a teen program in both school systems in the county. The grant was <br />collaboratively developed by both school systems and the health department. The <br />health department was awarded a three-year grant of $232,848 with a March 1, 2003 <br />start date. The first year’s allocation, on a calendar year basis was $81,351 and the <br />second year request is for $94,473.13. <br /> <br />Matt Streng, Teen Tobacco Coordinator, outlined progress toward meeting grant <br />objectives and presented a budget proposal that moves some unexpended funds to <br />year 2 and some to year 3. The Health and Wellness Trust have not yet approved this <br />proposal for reassignment of carryover funds. <br /> <br />Motion to authorize the submission of the year 2 grant award of $94,473.13 and forward <br />such to the BOCC for approval was made by Kate Wilder, seconded by Alan Rimer, and <br />carried without dissent. <br /> <br />D. Primary Care Feasibility & Financial Analysis <br /> <br />A Primary Care Needs Assessment was conducted in the Summer/Fall of 2003 with a <br />comprehensive report presented to the Board of Health in October 2003. In December <br />2003, five potential scenarios for implementation of primary care were presented for <br />Board consideration. Following discussion, the Board recommended pursuing <br />implementation of primary care services in Hillsborough for traditionally served <br />populations (child-bearing aged women and children) enrolled in the current preventive <br />services in addition to women no longer eligible for Family Planning services. The Board <br />instructed staff to prepare a Business Plan that would be considered during the 04-05 <br />Budget process. <br /> <br />Wayne Sherman, Personal Health Services Division Director, presented the Business Plan <br />to board members. Board members felt that January 1, 2005 was a more reasonable <br />date for implementation of the Primary Care Program. <br /> <br />Motion to approve the Primary Care Business Plan for inclusion in the OCHD 04-05 <br />Budget request with an implementation date of January 1, 2005 was made by Lee <br />Werley, seconded by Alan Rimer, and carried without dissent. <br /> <br />E.
