MINUTES
ORANGE COUNTY BOARD OF HEALTH
April 28, 2005
Board of Health Minutes Transcription completed by Anne Miles Cassell 2 April 28, 2006
B. Pharmacist Services Renewal Agreement

The issuance of pharmaceuticals through our clinics necessitates the services of a registered
pharmacist. Robert Dupuis, PharmD., a Clinical Associate Professor in the Division of Pharmacy
Practice at the UNC School of Pharmacy, has served as our Pharmacist for the past three years.
He has met all of the contract deliverables and is interested in continuing to serve in this
capacity.

The renewed contract reflects a 2.5% increase for a total of $10,803.

C. Chapel Hill Training Outreach Renewal Agreement for Social Worker

Since 1999 the Health Department has contracted with Chapel Hill Training and Outreach to
provide a Social Worker II to that agency to provide services to Early Head Start children in
Chapel Hill. The contract provides for payment for salary, benefits, travel, space, and training
costs for a Social Worker II employed by the Health Department to provide family education and
child service coordination services to children enrolled in Early Head Start (0-3 year olds). The
Social Worker earns some Medicaid revenue that is utilized to defray operational costs of the
position and program. This has been one way to coordinate services across agency lines to
families that qualify for services. Children from 0 – 3 years of age with development delays
receive services from appropriate agencies so that the children can reduce or mitigate the
impacts of the delays. Another outcome of the program is to reduce the number of caseworkers
assigned to families that qualify for multiple programs (health department and early head start).

The contract time period does not correspond to the county fiscal year, because the funds to
Chapel Hill Training and Outreach are federal funds. The grant year will be changing to a
calendar year as of January 2006; hence the time period of the renewal contract is through
December 2005.

D. Acceptance of Additional Funds

Although the State allocates funds on a fiscal year basis, toward the end of the year reallocation
opportunities sometimes arise through unanticipated unexpended funds. The Health
Department was recently notified that additional funds have been allocated to be spent by May
30, 2005. The funds are:

$1000 for family planning (will be used to purchase additional contraceptives and for
advertising); $13,970 for public health preparedness (will be used to purchase 15 “talkabout”
radios and inventory software add-on for the Munis system.

In addition, a private donor contributed $465 to the Orange County Partnership for Children and
earmarked it for the Give Kids a Smile Program. These funds will be used to purchase supplies
and educational materials for that program.

Motion to approve the minutes of March 24, 2005 and items on the Consent Agenda was made by
