MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />February 24, 2005 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 4 February 24, 2006 <br />health education position. <br /> <br />Division Directors are working on justifications for these increases/changes in time <br />equivalencies. These include the following: <br /> <br />Healthy Carolinians Coordinator: from 50% to 75% county funding <br />Public Health Nurse II: from 10 month funding to 12 month funding <br />(2) Nurse Practitioner I: reclassified to Nurse Practitioner II <br />Part-time School Health Aide: convert to full-time Licensed Practical <br />Nurse <br />Dental Hygienist: from 50% to 60% time <br /> <br />C. Animal Control Transition to Animal Services Department <br /> <br />The Board of Commissioners set the date for the transition of the Animal Control <br />Division out of the Health Department to be no later than March 1, 2005. Gwen Harvey, <br />Assistant County Manager, and Elaine Homes, Personnel Director, provided an update <br />for the Board of Health and answered questions from the Board regarding this transition. <br /> The Manager has decided to leave Animal Control with the Health Department until a <br />new Animal Services Director can be hired. <br /> <br />D. Tracking Form Review <br /> <br />The Board reviewed the upcoming work/agenda items schedule and made no changes. <br /> <br />E. Resolution in Favor of Support of Full Funding of Preventive Health and Health Services <br />Block Grant <br /> <br />Chronic disease and obesity are now the major causes of preventable death and <br />disability in North Carolina and account for 75% of all preventable health care costs in <br />the state. Public Health programs in all NC counties support individual responsibility in <br />reducing unhealthy behaviors that are the major risk factors for chronic diseases and <br />promote policy and environmental changes that support healthy behaviors. <br /> <br />The Preventive Health and Health Services Block Grant provides essential support for <br />preventing chronic diseases and obesity. The loss of $3.7 million PHHS Block Grant <br />Funds will devastate North Carolina’s capacity to deliver core public health services and <br />provide essential preventive health programs through local health departments and will <br />also eliminate other statewide public health programs such as rape crisis services, <br />preventive dental services for low-income children, and osteoporosis education. <br /> <br />Motion in support of the Resolution in Favor of Support of Full Funding of Preventive <br />Health and Health Services Block Grant and to send the signed Resolution to Senators Dole <br />and Burr, and Representative Price, was made by Kate Wilder seconded by Sharon <br />Freeland, and carried without dissent.
