MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />December 14, 2006 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 2 December 14, 2006 <br /> <br />The Board of Health’s operating procedures call for the Board to adopt a regular schedule of <br />meetings on an annual basis. This facilitates public notification as required by the open <br />meetings law. The Board has traditionally met on the fourth Thursday of each month (except for <br />November and December). The Board of Commissioners has asked Boards to consider altering <br />their schedule if a conflicting meeting of the Board of Commissioners has already been <br />scheduled. Avoiding these conflicting meetings allows the Commissioner representative to <br />attend the Board to which they have been delegated. <br /> <br />Board members provided feedback via email on the draft schedule prepared last month. The <br />proposed meeting schedule preserves the fourth Thursday meeting slot whenever possible and <br />continues to alter locations between “north” and “south”. There were three identified conflicts <br />with Board of Commissioner meetings that made it necessary to meet on Wednesday evening. <br /> <br />D. Acceptance of Strowd Roses Funds for Leadership Training <br /> <br />Susan Clifford, Senior Health Educator has conducted a number of sessions training Latino <br />Health Promoters over the last 5 years. A number of the promoters have indicated that they <br />would like to have training that would enable them to feel more comfortable in leadership roles. <br /> The original proposal also included the information of a Latino Health Coalition and <br />involvement with the NC Center for International Understanding’s Latino Initiative. Ms. Clifford <br />applied for $15,000 and received $7,500 in funding from the Strowd Roses Foundation. The <br />funds must be spent by November 1, 2007. A scaled down project will be funded by this grant <br />award. <br /> <br />The Board is asked to accept the funding and forward to the county commissioners for approval <br />of a budget amendment. <br /> <br />E. Primary Care Grant Funds Acceptance <br /> <br />An opportunity arose to apply for primary care expansion grant funds in late summer 2006. <br />There were numerous reports that low income clients were experiencing long waiting times for <br />appointments at UNC Clinics and periods of time when Carrboro Community Health Center was <br />not accepting new appointments. Since expansion of primary care to the Chapel Hill Clinic at <br />Southern Human Services Center was recommended in the 2003 Primary Care Needs and <br />Feasibility Study and was also in the approved 2006-11 OCHD Strategic Plan, a grant application <br />was submitted. On November 20, 2006 the department received notification that we had been <br />awarded the full amount. The department projects to serve 80 clients with 128 primary care <br />encounters within this start-up period of which 45% of clients will be self-pay on the sliding <br />scale. <br /> <br />The funding, $70,370, will be added as primary care revenue to the Health Department FY 06-07 <br />budget. These funds will be used for temporary personnel, operating expenses, office and <br />medical supplies, pharmaceuticals, lab services and interpreter costs. $25,001 is available for <br />new equipment, office furniture and minor renovations to the SHSC facility. It is anticipated that
