MINUTES
ORANGE COUNTY BOARD OF HEALTH
January 26, 2006
Board of Health Minutes Transcription completed by Anne Miles Cassell 3 January 26, 3006
contract that was renewed at the beginning of the fiscal year did not reflect this
decreased service level. The amendment takes the decrease into account by
reducing the amount of the reimbursement to the Dental School equal to the
reduced number of days of service from a dental resident. In addition the
number of vacation days and professional leave days is also adjusted downward.
The total amount of the decrease is $7,865. The Department will use the
unexpended funds to secure temporary services from a private dentist in order to
keep service levels for patients at the same level.

Motion to approve the minutes of December 15, 2005 and items on the Consent
Agenda was made by Sharon Freeland, seconded by Matt Vizithum, and carried
without dissent.

V. Staff will make the
suggested revisions and redistribute it to Board members prior to the meeting on
the 31st.

B. Review Environmental Health Permitting Handbook

A draft handbook for clients in Environmental Health has been under
consideration and development for many months. The Board of Health reviewed
an early version and requested that it be brought back for further consideration
in 2006. Staff has solicited reviews and comments from contractors and other
clients and has incorporated many of those edits in this draft. Staff will continue
to “test” the document with clients and adjust the content as necessary to best
meet the needs of the regulated community.

Board members commented on how thorough and easily understood the
handbook makes the permit process and commended the staff for their work.

Motion to approve the draft of the Environmental Health Permitting Handbook was
