MINUTES
ORANGE COUNTY BOARD OF HEALTH
January 26, 2006
Board of Health Minutes Transcription completed by Anne Miles Cassell 2 January 26, 3006
A. Minutes approval of December 15, 2005 meeting.

B. New Dental Medicaid Fee Rates; Two New ADA Codes and Services

The Department applied for a 2006 Community Health Center Continuation Grant
to expand primary care services at the Whitted Clinic. We requested $52,831 and
were awarded $43,346. $9,485 in ‘unreimbursed sliding fee costs’ was not
funded. Five other Health Departments also received funding.

Of the funded amount, $41,204 is for personnel costs and $2,142 is for
pharmaceuticals. The funds must be expended by May 30, 2006. We are seeking
a mix of temporary personnel to expand the available hours of primary care
including a FNP, RN, CHA, and Lab Tech. We have secured a FNP and RN and are
currently advertising for the other personnel. Starting in late January, we will
increase the number of primary care hours available by 14/week by scheduling
the nurse-clinician team on Monday afternoon, 10-5 and additional hours on
Wednesday and Friday morning in Hillsborough.

C. Early Head Start Contracts

The Early Head Start contract represents a collaborative relationship to provide
family service coordination services to families eligible for and enrolled in Orange
Count Early Head Start and Orange County Health Department’s Child Service
Coordination Program. The collaboration on this social worker position presents
parents with one, unified program case coordinator who provides regular
contacts to the family in order to identify and follow-up on child and family
needs. The Family Service Coordinator supports the development of family self-
sufficiency and promotes skill development in the areas of problem solving,
decision making and accessing needed health and human services.

The contracts have been in existence since 1999 and are renewed annually.
Changes in the contract from 04 include OCHD medical consultation and
information as requested by OCHS/EHS related to communicable diseases,
tuberculosis, and care of chronic illnesses in daycare settings. Monetary payment
to OCHD increases to $50,724 in CY 05 and $53,244 in CY 06. The CY 05 contract
was delayed due to a misunderstanding by both parties as to the status of
completion, although all appropriate funds were received by the Health
Department.

D. Dental Resident Contract Amendment

The UNC School of Dentistry had a decrease in the number of General Practice
Residents for the fiscal year 2005-2006. As a result of fewer residents, the School
is not able to provide a dental resident to cover the entire fiscal year. The
