MINUTES
ORANGE COUNTY BOARD OF HEALTH
August 23, 2007
Board of Health Minutes Transcription completed by Anne Miles Cassell 3 August 23, 2007
Department received a settlement check for $236,658.15. This will be placed in a capital fund
account that enables the funds to be carried across fiscal years. The Department uses the funds
for renovations and equipment that are critical to these programs.

Orange County Safe Communities – Patty Rhodes, PHN, applied for and successfully received a
mini-grant in the amount of $1,066 from OC Safe Communities organization. The plan for this
funding is to increase the capacity of childcare providers to have access to quality trainings,
literature and supplies to address safety mandates and to teach children about safety issues.
Currently the Child Care Consultant program is partially funded by a grant from Smart Start.
This money will help provide materials that the program cannot afford otherwise.

Motion to approve the minutes of June 28, 2007 and items on the Consent Agenda was made by
Chris Harlan, seconded by Jim Stefanadis, and carried without dissent.

D. CERT Grant Application

In July the Orange County Health Department submitted two grant applications to NC Citizen
Corps to request funding for its Community Emergency Response Team (CERT) and Public
Health Reserve Corps (PHRC). The department requested $5,947 for CERT with proposed
activities to include instructor recruitment, continuing community training, purchasing additional
training equipment, and purchasing media space to promote the program. The Health
Department requested a total of $5,234 for the PHRC for proposed programs to include
respiratory protection training and fit testing of select volunteers, implementing recruitment
campaigns to register more nurses and mental health providers, and purchasing media space to
promote the program.

Both applications received endorsement from Orange County Emergency Services. Funding is
reimbursable pursuant to the MOA between NC Crime Control and Public Safety, NC Division of
Emergency Management, NC Citizen Corps/(Office of the Governor, and the county.

The Health Department recently received notice of funding acceptance for both proposals in
mid-August.

Motion to accept grant funds for the CERT program and the PHRC program and forward to the
Board of Commissioners for action was made by Tim Carey, seconded by Jessica Lee, and carried
without dissent.

V. Reports and Discussion with Possible Action

A. Community Health Assessment Update

Bobbie Jo Munson, Healthy Carolinians Coordinator, reported that the 2007 Community Health
Assessment would be completed this fall.
