MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />August 23, 2007 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 2 August 23, 2007 <br />churches. The department and the representatives brainstormed ideas for continuing physical <br />activity and nutrition programs. The majority felt very strongly that more education and training <br />was needed in the community. A second round of ESMM funding has been applied for to meet <br />the needs expressed by the faith community. <br /> <br />If funded the Health Department, in collaboration with community partners, will arrange train- <br />the-trainer events to empower churches to improve and/or expand existing health programs. <br />Churches without an existing health ministry will be offered training to establish health <br />ministries. Up to 13 churches will be eligible for $500 mini-grants to fund projects. The primary <br />focus group will be African-American churches that have initiated physical activity or nutritional <br />programs or have participated in the first phase of the initiative. <br /> <br />Our community partners include Cooperative Extension, UNC ECHO, OCIM and various <br />representatives from Phase I OCCESMM churches. <br /> <br />C. Strowd-Roses Mouthguard Grant Renewal Request <br /> <br />The Dental Health Service wishes to continue the Mouthguard Project that was established last <br />year with the help of grant funds of $5,000 from Strowd Roses, Inc. A repeat grant application <br />has been submitted for $20,098 for fiscal year 2007-08 to fund the project for purchase of <br />additional supplies and a part-time temporary coordinator position. Dr. Carey asked if the <br />Dental School was including this program in their curriculum. It is being considered by Dr. <br />Sandler. Chris Harlan commented that participation by the area sports depended on personal <br />visits to the coaching staffs. Matt Vizithum asked if outcomes have been measured since <br />beginning the program. Rosemary Summers commented that this was one of the few public <br />health preventive efforts that could be measured. <br /> <br />E. School Nursing Services Contract Renewals <br /> <br />The Health Department has served as a conduit of Commissioner-approved funding for school <br />health nurses for both school systems. The department enters into a contract with each school <br />system to spend the funding for a specified number of school nurse positions. In FY 07-08, the <br />contracts provide $382,925 to CHCCS for six school health nurses and $183,349 to OCS for three <br />such positions. Per the contract, the Health Department will make quarterly payments upon <br />submission of an invoice and will provide at least 3 continuing education sessions to school <br />nurses. <br /> <br />F. Accept Medicaid Cost Settlement Funds and Safe Community Grant Funds <br /> <br />Medicaid Cost Settlement – Each year a cost analysis for services rendered at each health <br />department in NC is performed by the office of Medicaid Reimbursement. Because local health <br />departments are cost-based providers for Medicaid, they receive a financial cost settlement from <br />Medicaid based on the final analysis and are only allowed to spend this money on the programs <br />that earned it.
