MINUTES
ORANGE COUNTY BOARD OF HEALTH
April 25, 2007
Board of Health Minutes Transcription completed by Anne Miles Cassell 3 April 25, 2007
D. Contract renewal with UNC School of Dentistry for GPR Resident

The Orange County Health Department annually contracts with UNC School of Dentistry for
services of one full-time equivalent dental resident for four and one-half days per week. The
residents provide services at both the Hillsborough and the Carrboro dental clinics. The contract
cannot be fully executed until the state legislature passes their budget and the rate may be
higher to cover the salary increase mandated by the state.

E. Contract renewal with CHTOP for Dental Head Start Services

In 2003, Chapel Hill Training and Outreach, Inc. contracted with the health department to
provide required dental screening and treatment services to all children enrolled in the Head
Start program located in Hillsborough. The program has worked well for both entities. Chapel
Hill Training and Outreach, Inc desires to renew this contract for services for the coming fiscal
year.

Motion to approve the minutes of March 22, 2007 and items on the Consent Agenda was made by
Jim Stefanadis, seconded by Sharon Freeland, and carried without dissent.

V. Moses Carey
stated the Board of Commissioners referred the consideration of this resolution to the Board of
Health without taking action.

The Board of Health spent a considerable amount of time discussing the social justice goals
being developed at the request of the county commissioners at previous meetings. The
comments and suggestions generated from these discussions were forwarded to the Human
Rights and Relations Department. Mr. Spivey from the Human Rights and Relations Department
has attempted to formulate social justice goals with real objectives for implementation.

Jim Stefanadis stated that he felt the resolutions as presented by Ms. Morrison were too broad
for the Board of Health and suggested that relevant elements be incorporated in the Social
Justice Goal.

Motion that the resolution be returned to the Human Rights and Relations Commission for
