Contract renewal with UNC School of Dentistry for GPR Resident <br /> <br />The Orange County Health Department annually contracts with UNC School of Dentistry for <br />services of one full-time equivalent dental resident for four and one-half days per week. The <br />residents provide services at both the Hillsborough and the Carrboro dental clinics. The contract <br />cannot be fully executed until the state legislature passes their budget and the rate may be <br />higher to cover the salary increase mandated by the state. <br /> <br />E. Contract renewal with CHTOP for Dental Head Start Services <br /> <br />In 2003, Chapel Hill Training and Outreach, Inc. contracted with the health department to <br />provide required dental screening and treatment services to all children enrolled in the Head <br />Start program located in Hillsborough. The program has worked well for both entities. Chapel <br />Hill Training and Outreach, Inc desires to renew this contract for services for the coming fiscal <br />year. <br /> <br />Motion to approve the minutes of March 22, 2007 and items on the Consent Agenda was made by <br />Jim Stefanadis, seconded by Sharon Freeland, and carried without dissent. <br /> <br />V. Reports and Discussion with Possible Action <br /> <br />A. Resolution on Health as a Human Right <br /> <br />In March the Health Director was contacted by Ms. Tracy Morrison, a law student working with a <br />group of law students under a pro bono contract to develop and market a “health as a human <br />rights resolution.” The client believes that Orange County is more likely than other counties in <br />North Carolina to pass such a resolution and that it will help spark a statewide and national <br />movement. <br /> <br />The students presented the draft of the resolution to the Human Rights and Relations <br />Commission, the Women’s Commission and the Board of Commissioners in April. Moses Carey <br />stated the Board of Commissioners referred the consideration of this resolution to the Board of <br />Health without taking action. <br /> <br />The Board of Health spent a considerable amount of time discussing the social justice goals <br />being developed at the request of the county commissioners at previous meetings. The <br />comments and suggestions generated from these discussions were forwarded to the Human <br />Rights and Relations Department. Mr. Spivey from the Human Rights and Relations Department <br />has attempted to formulate social justice goals with real objectives for implementation. <br /> <br />Jim Stefanadis stated that he felt the resolutions as presented by Ms. Morrison were too broad <br />for the Board of Health and suggested that relevant elements be incorporated in the Social <br />Justice Goal. <br /> <br />Motion that the resolution be returned to the Human Rights and Relations Commission for
