Educational Presentation (final orientation session) <br /> <br />Rosemary Summers presented the final educational session on “Legal Responsibilities and Authority” <br />for local Boards of Health. Sharon Freeland raised a question on funding of essential services ensured <br />by the state. Dr. Summers replied that there is no provision in the law for funding and that the state <br />provides 4% of funding and the balance is Medicaid reimbursement and locally funded. <br /> <br />The legislation prohibits health departments from charging for certain services: HIV testing and <br />counseling; immunizations required by law and supplied by the state; sickle cell syndrome testing and <br />counseling; testing and treatment for TB and STDs and food and lodging inspections. <br /> <br />Moses Carey asked if the state covered the full cost of the mandated immunization services. Dr. <br />Summers replied that they do not cover all of the cost but they do provide the vaccine for mandated <br />immunizations. <br /> <br />In response to a question from Sharon Freeland regarding provision of interpreters as mandated by <br />legislation under Title VI, Dr. Summers explained that we receive no funds from the state for providing <br />interpreters. <br /> <br />Three primary roles of Boards of Health are: <br /> <br />• Rule-making <br />• Adjudication <br />• Administrative Oversight <br /> <br />II.
