MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />December 20, 2007 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 4 December 20, 2007 <br />C. Clean Water Management Trust Fund Grant Application <br /> <br />Former Board member Alan Rimer has worked with staff in years past and prepared a <br />concept paper proposing a program to monitor and mitigate impacts to protected <br />watershed areas from failing septic tank systems. The program includes educational <br />components, homeowner system management through incentives, and a <br />management program that includes more extensive inspections of existing on-site <br />systems on a prescribed periodic basis. <br /> <br />The grant request to be submitted to the North Carolina Clean Water Management <br />Trust Fund (CWMTF) would be for a two-year funding period and includes the addition <br />of 5 staff members. <br /> <br />Because the completed applications are due by February 28, 2009, and the <br />application forms were only posted the week of 12/10/07, it leaves little time to prepare <br />the information necessary to meet the deadline. In addition, the Board of <br />Commissioners must approve the pursuit of these grant funds prior to application. Part <br />of the grant funding requires matching funds by the County therefore a commitment to <br />this program by the County will be necessary for success. Moses Carey asked if the <br />matching funds would be required the first two years by the County. Dr. Summers <br />responded that in-kind may be a sufficient match. <br /> <br />The Board of Health was asked to consider the concept of this program prior to further <br />pursuit of funding, which will likely be in a future CWMTF cycle. Tim Carey voiced his <br />support of the program. Moses Carey asked how replacement of failed septic systems <br />would be funded and Anissa Vines wanted to know how many were expected to fail. <br />Mr. Konsler responded that the loan repayment fund would be developed as part of <br />this proposal. The expected failure rate depends on a number of factors but usually is <br />thought to be about 10 – 15%. <br /> <br />Motion to approve the pursuit of grant funding by CWMTF and forward to the Board of <br />Commissioners for action was made by Moses Carey, Jr., seconded by Anissa Vines, and <br />carried without dissent. <br /> <br />D. Informational Items <br /> <br />1) Influenza Update – Wayne Sherman <br /> <br />Wayne Sherman reported that Orange County has had one case of A/H3 flu <br />reported as of December. The Department has administered 1,850 vaccines. <br />There is still vaccine available at the clinics and will continue to be offered to the <br />community. Our “surplus” will be offered to the sheriff for the jail population. <br /> <br />2) Accreditation Update – Carla Julian <br /> <br />Carla reported that we have 90 days from January 2 for submission of our <br />documentation. Our site visit is scheduled for the last week of April. <br /> <br />3) Clinical and Community Program Committee – Jim Stefanadis
