MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />December 20, 2007 <br />Board of Health Minutes Transcription completed by Anne Miles Cassell 3 December 20, 2007 <br />The operating procedures of the Board call for the Chair and Vice-Chair to be elected <br />annually. The Nominating Committee presented the slate of Chris Harlan as Chair and <br />Anissa Vines as Vice Chair. There were no additions or changes offered. The elections <br />are required to be by roll call of the members present at the meeting for each position. <br /> A simple majority of those present is required for election. <br /> <br />An individual voice vote was taken and recorded for each candidate and position. <br />The results were unanimous for Chris Harlan as Chair and Anissa Vines for Vice-Chair with <br />no dissenting votes. <br /> <br />B. Position Requests for FY 2008-09 <br /> <br />Rosemary Summers reported that the Department requests the Board consider <br />approving the following positions for county consideration, one for the remainder of this <br />fiscal year and the rest for FY 08-09. The position request for immediate consideration is <br />due to the arrival of over 107 refugees from Burma since July 1, 2007 and an additional <br />200 refugees are expected from Burma, Iraq and other countries in 2008. Wayne <br />Sherman reported that there are several refugee resettlement agencies in the area <br />that are planning to resettle at least another 200 refugees in Orange County through <br />September 2008. All refugees qualify for 8 months of Medicaid when they arrive and <br />must be screened for communicable diseases and TB. An initial physical assessment <br />screening is done by the health department and many refugees have significant <br />healthcare needs due to their past lack of health services. Moses Carey asked how the <br />department was notified of new refugees and what the time limit is for the CD and TB <br />screening. Mr. Sherman replied that the refugee resettlement agencies notify the <br />department and that there is a 30-day time requirement for the initial screening. <br /> <br />Dr. Carey inquired about translation/interpreter needs for the refugee community. Chris <br />Harlan commented that many different languages are used in Burma, not all Karan. <br /> <br />1) Beginning February 1, 2008 and continuing thereafter, Office Assistant II for <br />Refugee Health, Health Promotion and Quality Improvement support. ($41,578) <br />Dr. Summers reported that new recurring aid to county funds and recurring funds <br />earned through Medicaid administration match would fund the majority of this <br />position. <br />2) Full-time dental hygienist position for preschool screening project coordination <br />and for serving prenatal patients and other adults. ($98,945) This position is <br />partially grant funded through Smart Start. <br />3) Half-time nurse practitioner to provide comprehensive health assessments at <br />SHSC on arriving refugees within 30 days. ($12,248 county cost) <br />4) Public Health Nurse II to meet increased demands in the communicable disease <br />and refugee health programs ($67,718) <br />5) Renewed request for permanent funding for Volunteer Coordinator position for <br />the Medical Reserve Corps (need an additional $22,000 in permanent program <br />support). <br /> <br />Motion to approve position requests as presented was made by Anissa Vines, seconded by <br />Ernie Dodson, and carried without dissent. <br />
