Welcome and Introductions <br /> <br />Chris Harlan, Vice-Chair, called the meeting to order at 7:15 P.M. in the absence of the Chair. <br /> <br />II. Approval of December 20, 2007 Agenda <br /> <br />The motion to approve the Agenda of December 20, 2007 was made by Moses Carey, <br />seconded by Jim Stefanadis, and carried without dissent. <br /> <br />III. Public Comment for Items NOT on Printed Agenda <br /> <br />None <br /> <br />IV. Action Items on CONSENT Agenda <br /> <br />A. Minutes approval of November 13, 2007 meeting. <br /> <br />B. Smart Start Preschool Project Coordinator Contract Renewal <br /> <br />The Smart Start Preschool Screening Project has utilized a dental hygienist on part time <br />contract to coordinate the scheduling of childcare providers and “screeners” for the <br />project. In addition, this contract position handles all of the data entry as a result of the <br />screenings and prepares a summary report of findings. <br /> <br />The contract contains no new provisions from previous years. <br /> <br />C. Smart Start Grant Application Renewals (4 projects) <br /> <br />The Health Department has traditionally applied for and received four grants from the <br />Orange County Partnership for Young Children (OCPYC). For the past three years, the <br />OCPYC has allowed multi-year approvals for grants if performance has been
