MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />September 22, 2010 <br />Board of Health Minutes Transcription completed by Lisa Smith 4 September 22, 2010 <br /> east a year before the rules become finalized and Orange County is experiencing increasing <br /> numbers of applications for geothermal wells now. In particular, the issues surrounding the definitions <br /> of an appropriate setback from house and property lines are presenting issues as was illustrated with <br /> the appeal hearing heard last spring. <br /> <br /> Motion to approve the revisions to the Orange County Groundwater Protection Rules as <br /> presented and forward to the Department of Environment and Natural Resources was made by <br />Tony Whitaker, seconded by Chris Harlan, and carried without dissent. <br /> <br />Motion to approve the resolution adopting the Orange County Groundwater Protection Rules as <br />presented with an effective date of September 22, 2010 was made by Tony Whitaker, seconded by Chris <br />Harlan, and carried without dissent. <br /> <br /> <br /> B. Joint Board Meeting Plan <br /> <br /> The Board of Commissioners will be meeting with the Board of Health at a dinner meeting <br /> on October 12, 2010 beginning at 5:30 pm. The meeting must adjourn no later than 6:30 pm so that <br /> Commissioners may hold a work session following the meeting. <br /> <br /> At the Board meeting in August it was decided that the discussion would focus on the impacts <br /> of health care reform on public health and some general input from commissioners on the <br /> health department’s new strategic plan. The Board of Commissioners has expressed an interest in <br /> this topic as well. <br /> <br /> The Board discussed the approach to use and it was decided that an overview using some of the <br /> slides from the presentation on Health care reform given by Pam Silberman. It was discussed and <br /> decided the BOH should extract some main points on what we should be watching, assurance, and <br /> overview of Healthcare Reform and how it will affect Public Health. Several members made the point <br /> that much of the public health impacts are still unknown, but that points should focus on what we do <br /> know, rather than what we do not know. The Health Director will send a first draft to Board members <br /> for their use in preparing for the discussion. <br /> <br />C. Customer Service Survey Results <br /> <br />Motion to delay until the next BOH meeting due to the late hour was made by Chris Harlan, seconded <br />by Tony Whitaker, and carried without dissent. <br /> <br />D. Informational Items <br /> Informational items are provided to the Board to cover topics that Board members should be aware of <br /> or for general interest. Items are not discussed during the meeting unless Board members ask for <br /> discussion. No informational items presented were selected for discussion or questions at this <br /> meeting. Reminder Annual Healthy Carolinians Meeting <br /> Healthy Carolinians Annual Meeting is September 24 from 8-10 am at the Seymour Senior Center <br /> (2551 Homestead Road) in Chapel Hill. Breakfast is served; no registration fee. Hear about the <br /> NC Institute of Medicine Preventive Services Report. <br /> <br />b. Impact of Changes in NC PH Dental Program <br /> the State Health Director made a decision to reduce staff in the Oral Health Program Section <br /> subsequent to budget cuts made by the General Assembly. Dr. Engel decided to cut six public <br /> health hygienist positions. The six hired most recently were subject to a reduction in force. The
