MINUTES
ORANGE COUNTY BOARD OF HEALTH
August 25th, 2010
Board of Health Minutes Transcription completed by Lisa Smith 2 August 25th, 2010
V. Action Items (Consent)

A. Minutes approval of June 23rd, 2010 meeting.

The Board is required to review and approve minutes of all meetings of the Board of Health.
These minutes were for the regularly scheduled meeting held on June 23rd, 2010.

Motion to approve the minutes of the June 23rd, 2010 meeting was made by Steve
Yuhasz, seconded by Michael Wood, and carried without dissent.

B. Grant Acceptance for Eat Smart Move More “PLAY” Project

In Orange County 29% of children aged 2-18 years are overweight or obese; 31% of youth 12-
18 years of age are obese. Good nutrition and physical activity decreases the likelihood of
becoming overweight and obese and developing associated risk factors and chronic diseases.

Reducing childhood obesity has become a primary focus for Healthy Carolinians of Orange
County. The Health Promotion subcommittee has adopted a comprehensive, multi-level
approach to addressing obesity and is coordinating activities with a number of sectors and
agencies to maximize resources in the community. This project, Preparing Lifelong Active
Youth (PLAY) is funded by a small grant from the NC Division of Public Health and aims to
provide regular physical activity options for youth during after school hours. It also seeks to
establish a stronger connection between UNC and local schools.

Note: With support from Robert Wood Johnson, an evaluation will be conducted by East
Carolina University in Year 2.

Middle school children registered for the after school program in the Orange County School
district will be eligible for the program. The project will link student athletes from UNC at Chapel
Hill Recreation and Sport Clubs Program with the Middle School After School program in an
effort
to provide positive academic and physical role models for at-risk youth.

There are five partners who developed and have agreed to participate in this project: UNC
Recreation, Orange County Schools, and Community in Schools of Orange County, Orange
County Recreation Program, and Orange County Healthy Carolinians.

Orange County Health Department will act as the project manager and fiscal agent for the
project that is funded for $14,920 for fiscal year 2010-2011 and for $500 for fiscal year 2011-
2012. The second year funding is primarily to complete the evaluation of the project. The
majority of the funds are for physical activity equipment and incentives. There is funding for an
intern to coordinate the student athlete schedules and activities with the after school program.

C. Board of Health Committee Assignments

In December or January of each year, the Board reviews committee assignments and finalizes
committee membership. With the transition of three board members, reassignments were
needed for the remainder of 2010. For the remainder of 2010, it is proposed that new members
be placed on the program committee where the previous member was serving. The vacancy on
the Awards, Nominations and Bylaws Committee is proposed to be “filled” by Tony Whitaker.
