MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />November 17, 2010 <br />Board of Health Minutes Transcription completed by Lisa Smith 5 <br />November 17, 2010 <br /> <br />enable better budget planning and provide commissioners with a more comprehensive picture <br />of community input regarding county operations. <br /> <br />Commissioners have asked for completion of the attached form from each Board or <br />Commission to be available for their annual planning retreat generally scheduled at the <br />beginning of the calendar year. As this form reflects, this is not reflective of the health <br />department in all of its responsibilities, but does focus on Board of Health specific <br />responsibilities. The Board should review this document and recommend any changes to be <br />made before submission to the Cclerk for the Commissioners. <br /> <br /> <br /> <br />Board members made several recommendations including to add to the mission andthe core <br />functions of the health department, add developing a budget to enhance savings to <br />accomplishments, and add potential Smart Start reductions and HIS to concerns and emerging <br />issues that the board has identified for the upcoming year and plans to address. <br /> <br /> F. Informational Items <br /> <br /> Informational items are provided to the Board to cover topics that Board members should be <br />aware of or for general interest. Items are not discussed during the meeting unless <br />Board members ask for discussion. No informational items presented were selected for <br />discussion or questions at this meeting. A synopsis of the items follows. <br /> <br />a. Congratulations to Renee Kemske, RD, the health department’s program manager for <br />nutrition who was named as a “Vvillage Pride” award winner by WCHL for her work to provide <br />diabetes education in Orange County. Please journey to the health department website to see <br />clips from ads recorded by Ms. Kemske and Ms. Robinson, our communication specialist. <br /> <br /> b. The Health Director is working with Human Resources and staff members on a <br />reorganization of the finance and operations (administrative support) area of the health <br />department. We hope to receive approval to move forward with the implementation by January <br />1, 2011. More information may be available by the next scheduled board meeting. <br /> <br /> c. The 1st Quarterly Financial Report is being delayed until January when the Board will <br />receive the 1st and 2nd Quarterly Reports. The department is having significant problems <br />receiving revenue from Medicaid, Medicare, and insurers as a result of the new HIS software. <br />Additional training and consultation from the state have been sought to mitigate departmental <br />shortcomings. <br /> <br /> d. The renovation plans for the “A” portion of the Whitted Building are being finalized by the <br />architect. Pending Commissioner Approval the project is expected to be bid in December with <br />construction beginning in late January.
