MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />November 17, 2010 <br />Board of Health Minutes Transcription completed by Lisa Smith 4 <br />November 17, 2010 <br /> <br />The basis for the Manager’s recommendation for the fund is a 1999 multi-governmental <br />agreement to provide for community improvements within the areas neighboring the existing <br />landfill. The policy is not an attempt to address or to imply a cause-and-effect relationship <br />between the landfill operation and well failures in the area. <br /> <br />A draft copy of procedures that have been adapted from the NFWRF were presented to the <br />Board of Health for approval in October. The Board raised a question about whether the appeal <br />hearing is rightly in the purview of the Board of Health or whether it should be with the Board of <br />Commissioners or with another body such as the Landfill Enterprise Advisory Board as they <br />would be responsible for any fiduciary commitments made as a result of recommended actions. <br />The county attorney has revised the appeal language as follows: <br />“Appeals concerning the testing of wells and determination of well failures will be heard <br />by an appeals committee consisting of the Orange County Manager or a designee of <br />the County Manager, the Health Director, and the Solid Waste Manager. All decisions of <br />the appeals committee shall be made by majority rule and are final decisions.”the <br />Orange County Board of Health in a manner consistent with Board of Health policies <br />and procedures. <br /> <br /> <br />Motion to approve Landfill Area Assistance Fund was made by Matthew Kelm, seconded <br />by Paul Chelminski, and carried without dissent. <br /> <br />D. Community Assessment Plan <br /> <br />Board of Health Policy, Section I, Policy G (Community Assessment Policy), delegates the <br />development and implementation of procedures for the Community Health Assessment (CHA) <br />and State of the County’s Health (SOTCH) reports to the Division of Health Promotion and <br />Education Division through the Health Director. The policy also provides guidelines for the <br />development of the CHA and SOTCH reports and to ensure that these reports are collaborative <br />efforts that include input from community members, county agencies and organizations, the <br />Board of Health and other county stakeholders. <br /> <br />The Draft 2011 Community Health Assessment Plan provides the Board with an initial overview <br />of the proposed CHA process and aligns with the guidelines provided in Policy G. <br /> <br />A steering committee is being identified and members representing over 20 community <br />agencies will be invited to advise and assist with CHA plans and tasks. <br /> <br />Christopher Cooke asked about the specific data that will be included and whether the new <br />census data would be able to be integrated. <br /> <br />Donna King responded that the data used will be the latest available and that the 2020 Health <br />Objectives for North Carolina will be integrated as well. <br /> <br /> <br />E. Board of Commissioners’ Work Plan Request <br /> <br />The Board of Commissioners has spent the last year studying the roles of various advisory <br />boards and commissions and has made procedure recommendations that will ensure that the <br />Commissioners have better communication with advisory boards and commissions.
