MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />November 17, 2010 <br />Board of Health Minutes Transcription completed by Lisa Smith 2 <br />November 17, 2010 <br /> <br /> <br /> The Department has been notified of the availability of funds three program areas: <br />1) The NC Division of Public Health has allocated additional immunization funds in the <br />amount of $2,613 that must be encumbered by December 31, 2010 and invoiced by <br />February 28. The funds may not be used to purchase vaccines. The proposal is to hire a <br />contract coordinator and pay for supplies to provide vaccination clinics for Tdap (tetanus, <br />diphtheria and pertussis) and meninigoccal disease in each of the high schools in the <br />county for seniors during December. These are generally required or recommended <br />vaccinations for college entry. <br />2) The NC Division of Public Health has allocated $80,000 from unspent federal H1N1 funds <br />to health departments to be spent in the original 2009-2010 categories of planning, <br />surveillance, and operations. The Health Department plans to purchase equipment and <br />supply items that were on the priority list but were unable to be purchased because of the <br />May 31 time deadline for invoice and payment verification. <br />3) The NC Division of Public Health has allocated an additional $8,294 from Title X Family <br />Planning funds to the health department for purchasing long-acting reversible <br />contraceptives for family planning clients. The health department uses three different <br />types that range in price from $219 to $285 each. The particular type used is determined <br />by the clinician based on patient need. These funds will help defray the cost of these <br />devices for the department. <br />4) The NC Institute for Public Health is making $1500 available to counties who have been <br />chosen to participate in the Multi-State Learning Collaborative. The Health Department will <br />be participating in a quality improvement project with the Information Technology <br />Department and the Planning and Inspections Department to develop a central permitting <br />application process for Orange County customers. The $1500 will be used to defray <br />meeting costs and supplies for the one week Kaizen./Lean intervention and remaining <br />funds may be able to be used for a high speed document scanner for environmental health <br />that will enable them to begin converting their paper files to an electronic format. <br /> <br />C. 2011 Board Meeting Calendar <br /> <br />The Board generally adopts a calendar for the next calendar year so that meetings can be <br />appropriately noticed to the public as required by statute and so that Board members can plan <br />their calendars to ensure attendance. <br /> <br />The proposed calendar leaves meetings on Wednesday evenings and continues to alternate <br />between a south and central location. Staff has also taken the Board of Commissioners adopted <br />calendar of meetings for 2011 into consideration. <br /> <br />Motion to approve the consent agenda as presented was made by Steve Yuhasz, <br />seconded by Christopher Cooke, and carried without dissent. <br /> <br />VI. Reports and Discussion with Possible Action <br /> <br />A. December Board Meeting <br /> <br />In the past, the Board has used the December meeting to catch up on any unfinished business <br />that must be completed by the end of the year. If the Board determines that there is insufficient <br />business anticipated for the meeting then the meeting is cancelled. The only item for the <br />December agenda that requires Board review is the annual State of the County Health Report. It <br />does not require approval, only review. If this is the only item, it can be transmitted via email.
