MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />June 22, 2011 <br />Board of Health Minutes Transcription completed by Lisa Smith June 22, 2011 4 <br /> <br />scheduled to begin July 5 and end August 25 but are subject to delays due to <br />unforeseen conditions. The Carr Mill dental clinic space has been rented through <br />September. <br /> <br />The Health and Wellness Trust Fund is slated to be abolished in the 2011-2012 <br />State budget. TRU Grant funding will end June 30, 2011. This displaces a permanent <br />FTE. The decision was made to terminate the Senior Public Health Educator assigned to <br />Statewide Health Promotion. This employee was still on probation and released <br />according to OC Personnel Ordinance Article II, Section 6.3.3. This action allowed us to <br />transition the TRU Grant Coordinator to the Health Promotion program and retains a <br />long standing employee. We are hearing that Statewide Health Promotion funds <br />provided to the health department via consolidated contract agreements with NC DHHS <br />may also be reduced. This funding does supports a portion of the Senior Public Health <br />Educator's salary. At this point, it is unclear to what extent our expected $23,487 may be <br />reduced. Recent emails suggest we may receive up to $8,000 beginning July 1, 2011 <br />with additional funds possible in October. Fortunately, we have Diabetes grant funds <br />through December 2011 and have vacant temporary positions that can be filled by the <br />Senior Public Health Educator. We expect that the Diabetes Grant will contribute <br />$12,000 towards the shortfall. Additional options to cover the shortfall may include Smart <br />Start funding, since the Orange County Partnership for Young Children appears <br />interested in contracting half-time or less with the health department for coordination of <br />NAPSACC, an evidenced-based physical activity and nutrition program for daycares. <br />Participating in the provision of NAPSAC would align with Statewide Health Promotion <br />Program goals. <br /> <br />We are currently recruiting for a dental office assistant and an administrative officer for <br />the finance unit. <br /> <br />Piedmont Health Services has responded favorably to our proposal to share a full-time <br />nutritionist position to provide medical nutrition therapy and diabetes self-management <br />counseling. Once the contract is fully executed by both parties, recruitment for the <br />position will begin. <br /> <br />We are excited that the health department has been chosen as a host site for a Public <br />Health Associate funded by the CDC. We have not yet received specific information <br />regarding the individual who will join us, but staff will attend training in early July to learn <br />more about the program and our roles and responsibilities. Associates are expected to <br />be at their host sites in early August. <br /> <br />c. County Health Rankings <br /> <br /> The Robert Wood Johnson Foundation funded the University of Wisconsin Population <br />Health Institute to develop a ranking system for all local counties across the country; <br />approximately 3,000 counties. The first rankings and report was issued in 2010. The <br />ranking only compares counties to each other within a state and are intended to help <br />counties compare the multiple factors that influence health so that people can see where <br />they are doing well and where they need to improve. <br /> <br /> Orange County is ranked second overall in the state. The County ranks first in health <br />factors and second in health outcomes. These rankings were determined by examining <br />data sets from certain points in time.
