MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />October 24, 2012 <br />Board of Health Minutes Transcription completed by Lisa Smith October 24, 2012 <br /> Page 2 <br />Dr. Rosemary Summers, Orange County resident and former Health Director, is in full support <br />of the proposed smoking ban and is disappointed that it did not include smokeless tobacco <br />products. <br /> <br />Motion to close the public hearing was made by Steve Yuhasz, seconded by Carol <br />Haggerty and carried without dissent. <br /> <br /> <br />II. Approval of October 24, 2012 Agenda <br /> <br />Motion to approve the Agenda of October 24, 2012 was made by Matthew Kelm, <br />seconded by Susan Elmore, and carried without dissent. <br /> <br />III. Public Comment for Items NOT on Printed Agenda: none <br /> <br />IV. Action Items (Consent) <br /> <br />A. Minutes approval of September 26, 2012 meeting <br /> <br />B. Operating Procedures Annual Policy <br /> <br /> <br />Susan Elmore requested the minutes of the September 26, 2012 meeting be removed <br />from the consent agenda for corrections. <br /> <br />Motion to remove Item A. Meeting Minutes from the Consent Action Items and approve <br />Action Item B. Operating Procedures Annual Policy was made by Steve Yuhasz, <br />seconded by Matthew Kelm, and carried without dissent <br /> <br />Susan Elmore requested an addition to the minutes on the CD Report discussion to <br />address why the number of rabies exposures was up since 2004. <br /> <br />Motion to approve the Consent Action Item A. Meeting Minutes with the addition to the <br />minutes as requested by Susan Elmore was made by Susan Elmore, seconded by Liska <br />Lackey, and carried without dissent. <br /> <br />V. Action Items <br /> <br /> A. Smoke Free Public Place <br /> a. Results of survey/public comment <br /> b. Review of Community Leaders Forum <br /> c. Deliberation and Vote <br /> <br />Board members reviewed and discussed data gathered from the public input period and <br />discussed nuances of the Rule. <br /> <br />Board member Michael Wood opposed the Rule, citing concerns about the portion of the Rule <br />that bans smoking on sidewalks. <br />
