MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />August 28, 2013 <br /> <br /> Page 3 <br /> Discussions centered around the usage of the term DWQ (Division of Water <br />Quality) versus DWR (Division of Water Resources) which is thought to be the <br />new terminology. A motion was made by Corey Davis to approve the rule with <br />directions to Staff and Legal Counsel to clarify the usage of DWQ and to add the <br />appropriate nomenclature as needed. The motion was seconded and carried <br />without dissent. <br /> <br /> <br />VI. Educational Sessions <br />A. Affordable Care Act 101 – Corey Davis and Dr. Colleen Bridger <br />• North Carolina received $4M to employee Health Navigators to assist residents with <br />the upcoming ACA Plan <br />• E-Pass System requires Navigators <br />o Government has established training programs for Navigators and other <br />personnel that will be required <br />o Certification Applications Specialist training enrollment will begin October <br />1st, 2013 <br />• Corey’s presentation can be found on the Health Department S;/ drive <br />• Dr. Bridger updated the Board on the ACA Planning meetings spearheaded by the <br />Health Department which include multiple organizations and groups <br />• The newly-formed Orange County ACA Oversight Group will meet monthly beginning <br />September 2013 <br /> <br />B. Substance Abuse/Mental Health Committee Update – Meredith Stewart <br />• The Mental Health & Substance Abuse Subcommittee met on August 20th. Topics of <br />discussion included a review of the strategic plan timeline and upcoming action <br />steps; presentation of draft data dashboard; and review and selection of substance <br />abuse prevention strategies. Subcommittee members elected to explore two options <br />for preventing prescription drug abuse and overdose. The first is to review available <br />data to identify providers in need of pain management training and registration with <br />the Controlled Substance Reporting System (CSRS). The second strategy is to <br />explore the creation of a policy for screening of prescription drug misuse/abuse and <br />prescription and/or distribution of naloxone at the OCHD. Naloxone reverses the <br />effects of an opioid overdose, is not a controlled substance, and has no abuse <br />potential.
