MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />February 27, 2013 <br />Board of Health Minutes Transcription completed by Lisa Smith February 27, 2013 <br /> Page 2 <br />See attached Budget Packet <br /> <br />Dr. Bridger pointed out the increases in the recommended budget that are county <br />controlled: such as telephone expenses, the 2% COLA for employees, employee equity <br />adjustments, medical insurance costs, retirement match, the new shared position with <br />Planning and the position reclassifications (done every three years). <br /> <br />Additional increases, covered entirely by non-county dollars include: a new Senior <br />Public Health Educator position to oversee Board of Health priorities; increasing a part <br />time dental hygienist from 50% to 80% giving us 2 hygenists work 32 hours, $50,000 to <br />continue the free Nicotine Replacement Therapy program, increased training and <br />development for staff and computer kiosks to allow patients to apply for Medicaid and <br />eventually other health insurance coverage. <br /> <br />The fee schedule is essentially unchanged as the cost report has not yet been done by <br />the State. Two additional fees are being recommended: Lamaze classes (a new <br />program) and Adult tetanus and diphtheria vaccine (no longer free from the state). <br /> <br />Motion to approve the budget and fee schedule was made by Liska Lackey, <br />seconded by Michael Wood and carried without dissent. <br /> <br />VI. Reports and Discussion with Possible Action <br /> <br />A. Outside Agency Grant Review Process <br /> <br />Each year a number of non-profit agencies apply to the county for funding. A review <br />along with a completed scoring sheet needs to be available to the Health Director for <br />presentation to the County Manager when the departmental budget is presented for his <br />review. Generally, this happens in mid to late March. <br /> <br />The Health Department received 8 applications this year. Each BOH member has been <br />assigned to review 2-3 applications. The applications, financial information, score <br />cards, and instructions were given to each BOH Member to review and send back to <br />Lisa Smith by March 22.
