MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />January 16, 2013 <br />Board of Health Minutes Transcription completed by Lisa Smith January 16, 2013 <br /> Page 3 <br />• Where do we already use thematic (“wide angle lens”) framing? <br />The recent Smoke Free Public Places Rule is a great example. Focus of community <br />health. No vilification of smokers. Policy for social change, for the benefit of all. <br />Garnered support from community by providing opportunities for input/solutions. <br /> <br />• Where are opportunities to apply thematic framing more effectively? <br />Upcoming BOH strategic plan interventions and policies : *Mental Health especially— <br />partners coming together for more training—to learn how to discuss this issue and come <br />to a common understanding. Take out preconceived ideas—stretch our boundaries of <br />thinking. Develop a new way to talk about it. Look at the system not the Individual— <br />remove the stigma. <br />New Branding initiative. Complete Streets—think like NPR with sounds and images. <br />Facebook-social media—think about the images and visuals. Create a ‘story bank’. <br />Our use of statistics should be relevant and meaningful—social math. <br /> <br />• What questions and concerns do we have about using more thematic framing? <br />The ‘person’ or face is important—be mindful of how they are portrayed and why. <br />Cannot overlook personal responsibility for actions/behavior. Do not over <br />compensate—avoid generalizations. Episodic themes are compelling and create <br />interest—must have a balance. <br /> <br />C. Colposcopies Proposal <br /> <br />OCHD clients requiring diagnostic colposcopies for abnormal cervical cancer screening <br />exams are being referred to UNC Dysplasia Clinic. Transportation and other barriers <br />result in less than 50% of clients receiving the diagnostic procedure. <br />The service will be provided to Orange County residents with no insurance coverage on <br />an income based sliding fee scale with a minimum of $30. Medicaid and other insurance <br />providers will be billed for clients with coverage. Startup and supply costs are minimal. <br />We will continue to refer clients to UNC who will do the pathology and care using UNC’s <br />Charity Care Program. Fees were based on a cost assessment that included our <br />internal costs to provide the service and a comparison of what other counties charged <br />for this service. <br /> <br />Liska Lackey made a motion to approve fees associated with the Colposcopies <br />Proposal and forward to BOCC, seconded by Paul Chelminski, and carried <br />without dissent. <br /> <br />D. Budget Update <br /> <br />The February Board of Health Meeting will be a budget meeting. Our budget has to be <br />to the county by mid-March. We have been asked to keep our budgets as flat as <br />possible. Colleen hopes to keep the Health Department’s request for county funding <br />relatively flat, but will be requesting an additional Public Health Educator position to <br />work on the Board of Health priorities. With an improved billing system we expect an <br />increase in clinic and dental revenues.
