MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />November 19, 2014 <br />S:\Managers Working Files\BOH\Agenda & Abstracts\2014 Agenda & Abstracts/ November Page 2 <br />B. Board of Health Policies and Procedures <br /> <br />During discussion of the BOH Fee & Eligibility Policy, the Board sought clarity on the <br />proposed policy to apply the sliding fee scale to the deductible per Title X regulations. <br />Staff reported to the Board that County Attorney Annette Moore found no legal reason <br />not to comply with the Title X Regulation in this case. <br /> <br />Motion was made by Susan Elmore to approve the Board of Health Policies and <br />Procedures changes, seconded by Esther Earbin and carried without dissent. <br /> <br /> <br />V. Educational Session <br /> <br />A. Smoke Free Public Places Bi-Annual Update <br /> <br />Coby Austin gave a summary mentioning that implementation of SFPP Rule continues <br />to be a priority for the health department. Coby reported on continued outreach and <br />education through paid advertising, creation and dissemination of compliance videos, <br />earned media, and continued deployment of Smoking Response Teams. Coby also <br />reported strengthened partnerships with law enforcement and municipal leaders, which <br />helped increase signage (e.g., in downtown Chapel Hill) and improve communications <br />(e.g., Chapel Hill’s Smoke-Free website). <br /> <br />Staff continues to promote the rule through cessation efforts, which have expanded <br />significantly and are more focused on reaching disparately affected populations. <br />Classes have been conducted at the homeless shelters and with Workfirst. Freedom <br />House has agreed to partner on cessation by having their staff trained on screening for <br />tobacco use and providing cessation counseling and distributing NRT, which will be <br />provided by the health department while supplies last. The health department’s <br />Registered Nurses now have a standing order and the required training for them to <br />provide and bill for 5As and 5Rs counseling. <br /> <br />Staff and TRU students will be presenting recent smoke-free Multi Unit Housing opinion <br />survey data to Chapel Hill’s Housing Authority as they consider a smoke free housing <br />policy. Students surveyed residents at all 13 public housing communities in Chapel Hill. <br /> <br />The SFPP Update (handout) describes recent activities related to communication, <br />signage, enforcement, cessation, and evaluation in greater detail. <br /> <br />The BOH members had several questions that were addressed by Coby Austin. <br /> <br />B. Dental Update <br /> <br />Dr. Michael Day gave an update on Revenue, Production/Procedure, Patients, QI <br />Project(s) Timeline, Goals and Progress. Production has increased consistently in 2014
