Action Items (Consent) <br /> <br />A. Minutes Approval of November 20, 2013 Meeting <br /> <br />Motion was made by Michael Carstens to approve the November 20, 2013 meeting <br />minutes, seconded by Michael Wood and carried without dissent. <br /> <br /> <br />B. State of the County Health Report (SOTCH) <br /> <br />Dr. Bridger reminded members that the SOTCH report was published and initially <br />sent to the board in December 2013 and needs to be approved for accreditation <br />purposes by the BOH. <br /> <br />Motion was made by Susan Elmore to approve the State of the County Health <br />Report, seconded by Bernadette Pelissier and carried without dissent. <br /> <br /> <br />V. Action Item <br /> <br />A. Bilateral Tubal Ligation Program Recommendation <br /> <br />Pam McCall, Public Health Nursing Director presented a recommendation to <br />provide voluntary Bilateral Tubal ligation at no cost to the patient for uninsured <br />women who live in Orange County. Pam’s request is to fund this program with <br />$30,000 in Medicaid cost settlement money. <br /> <br /> <br />Uninsured women in Orange County who desire permanent contraception have <br />limited options. This is a costly procedure for the patient even with the self-pay <br />discount at UNC. OCHD can negotiate with providers to pay for these services at <br />a greater discount for qualifying women. They are requesting a fund be <br />established to pilot paying for tubal ligations for uninsured women who want <br />permanent contraception. Depending on the results of the pilot program, the <br />Health Department may request continued funding for the program in FY ’15-’16. <br /> <br />The BOH members had several questions that were addressed by Pam McCall <br />and Dr. Bridger. <br /> <br />Motion was made by Paul Chelminski to approve the Bilateral Tubal Ligation <br />Program Recommendation and allocate $30,000 dollars from the Medicaid cost <br />settlement fund, seconded by Susan Elmore and carried without dissent. <br /> <br /> <br /> <br />
